How to Obtain a Driver's Licence as an External Candidate
For those who do not want to learn theory at a driving school, there is an opportunity to study driving theory independently as an external candidate.
Before taking the theory and practical driving exams at Regitra, you will need to learn the Road Traffic Rules and prepare for the KET test.

2. Pass the driving theory exam at Regitra
3. Enrol at a driving school and take lessons with an instructor
4. Pass a practical driving exam at Regitra
At what age can you prepare independently and take the Regitra theory exam?
You can self-study and take the driving theory exam at Regitra:
- if you are 17 years old and want to acquire the right to drive category B, A2 vehicles;
- if you are 14 years old and want to acquire the right to drive category AM vehicles;
- if you are 15 years old and want to acquire the right to drive category A1 or B1 vehicles;
- if you are 19 or 23 years old* and want to obtain the right to drive category A vehicles.
- Having two years of driving experience in category A2 vehicles and passing a practical test on a category A motorcycle. Driving tricycles with a power greater than 15 kW is possible from the age of 21.
The theory test can be taken with independent preparation (i.e. it is not mandatory to complete a theory training course at a driving school):
- for drivers who have the right to drive vehicles in category D1, D1E, D or DE and who seek to acquire the right to drive vehicles in category C1, C1E, C or CE, respectively, and vice versa;
- for drivers with the right to drive category B, C1, C1E, D1 or D1E vehicles who wish to acquire the right to drive category BE, C, CE, D or DE TP, respectively.
Note: If you have signed a theory training contract with the school, you will be able to take the Regitra exam only after passing the school theory exam at the driving school. Another way is to amend or terminate the contract with the school, then prepare and take the Regitra theory exam independently.
1. Complete KETBILIETAI® tests
Preparation for the driving theory exam should start with theory.
Read the Road Traffic Rules (you can find them ketoline.lt) and pexplore, learn questions, pass topic tests https://www.ketbilietai.lt/en/ketbilietai-tests/.
On the page https://www.ketbilietai.lt/en/ketbilietai-tests/ review all the prepared topics and learn how to answer the questions. Then pass the full test at least 10 times. When you make no more than 2-3 mistakes in the test, you can register for the driving theory exam.

2. Pass the driving theory exam at Regitra
Register for the exam at Regitra and with medical health certificate, first aid course certificate, and identity document, then take the exam at Regitra.

3. Enrol at a driving school and take lessons with an instructor
External candidates may begin practical training at a driving school only after passing the theory exam at Regitra.
When you pass your driving theory test In "Regitra", enrol in a driving school for practical training.

It is allowed to take a practical driving exam at Regitra only after completing a mandatory driving course at a driving school (for example, category B includes 30 academic hours of practical driving).
Important: It is allowed to learn category B practical driving from the age of 17, and to take the practical driving test at Regitra — from the age of 18.

4. Pass a practical driving exam at Regitra
After completing the practical driving lessons at the driving school, take the practical driving exam at Regitra.
