How can I obtain a driving licence if I do not live in Lithuania?

Driving licences are issued by the country in which you have declared your place of residence.

If your declared residence is outside Lithuania, ask the authorities in the country where you live about its procedure for issuing a driving licence.

If your declared residence is in Lithuania, you can come to Lithuania and take the theory and practical tests at Regitra after completing driving school.

In the calendar year in which you wish to take the driving tests, you must have lived in Lithuania for at least 185 days or provide evidence that your future is connected with Lithuania.

Various documents may be used as evidence of ties to Lithuania, including confirmation that you will study or work here, or that you are registered with the Employment Service.

I live abroad and want to obtain a driving licence in Lithuania. I have read that I must live here for 185 days. Can I simply declare my residence and return six months later to take the tests? 

According to Regitra staff, you no longer need to have lived in Lithuania for 185 days before declaring your place of residence. You can declare it either at your municipality or online.

When residence is declared online, Regitra may not immediately see the declaration, possibly because of a system error. It may therefore be safer to declare your residence in person at your municipality.

I have returned from abroad and want to exchange my driving licence. What conditions must I meet?

You can exchange your driving licence if your permanent residence is in Lithuania*. You can prove this in either of the following ways:

1. Your residence is declared in Lithuania for at least 185 days in each calendar year. Regitra obtains this information automatically from the Population Register. You can declare your residence online through Lithuania’s Electronic Government Gateway.

2. If your residence is not declared in Lithuania, or has been declared for fewer than 185 days in a calendar year, you may establish permanent residence using documents of your choice that prove personal or employment ties to Lithuania.**

** Examples of ties to Lithuania and supporting documents include: employment in Lithuania (an employment contract, individual-activity certificate, business licence, extract from the Employment Service, etc.); being a Lithuanian student or pupil currently studying abroad (a document from the educational institution, translated into Lithuanian and legalised); being a foreign student or pupil who has studied or attended school in Lithuania for at least 6 months (a document from the educational institution); carrying out a fixed-term professional assignment or internship abroad (a secondment certificate or internship agreement, translated into Lithuanian and legalised); or having employment and personal ties in different countries while living alternately in them but returning regularly to Lithuania because of personal ties—for example, a spouse or minor children living in Lithuania, or the need to care for an ill relative (a family-composition and residence certificate from the Centre of Registers, a medical institution’s certificate concerning care or nursing, etc.).

*Permanent residence means the place where an applicant normally lives for at least 185 days in each calendar year because of personal and employment ties, or, if the applicant has no employment ties, because of personal ties closely connecting them with that place. If employment and personal ties are in different places in two or more countries and the applicant alternates between them, permanent residence is deemed to be the place of personal ties only if the applicant regularly returns there. This condition does not apply when the applicant lives abroad to carry out a fixed-term assignment. Attendance at a school or university does not by itself change permanent residence.

Can another person collect my completed driving licence?

The licence may be collected by a person nominated by the applicant. The applicant must have entered that person’s name, surname and date of birth in the Driver Portal or when ordering the licence at a Regitra branch. The nominated person must present proof of identity and, when exchanging a licence, the applicant’s previous licence unless it has been lost.

The licence may also be collected by an authorised representative (you can issue an authorisation at https://igaliojimai.lt/) or by a lawyer. They must present proof of identity and either an authorisation or representation agreement executed in accordance with the Civil Code of the Republic of Lithuania and expressly covering the relevant action. When exchanging a licence, they must also present the applicant’s previous licence unless it has been lost.

Where can I collect my permanent driving licence?

At the Regitra branch selected when you submitted the application. A new driving licence can also be delivered to a parcel terminal or directly to your home.

No. You may drive only after you have received your driving licence.

How long does Regitra take to issue a driving licence after the practical test?

Can I take the A1 practical test at Regitra without completing 6 hours of training at a driving school?

Regitra does not allow candidates to take the practical test for any category until they have completed that category’s mandatory practical training at a driving school.

10 years ago I completed only the driving-school test. Can I still go to Regitra after so much time?

You can take the driving-theory test at Regitra as an independent candidate.

Hello, is a first aid certificate required for the AM category?

Yes, it is necessary.

May a novice driver tow a trailer?

The Road Traffic Rules do not prohibit a novice driver from towing a trailer. However, novice drivers lack experience and may not understand the vehicle’s swept path or how a trailer handles. As a result, they may scrape the sides of the vehicle, mount kerbs, or cause similar incidents while towing.

How many times may I take the theory test as an independent candidate?

There is currently no limit on the number of attempts. Before taking the theory test, we recommend studyingKET rules and KET theory tests, so that you can pass on your first attempt.

If I am taking the AM-category test and do not have a valid identity card or passport, can I use a school pupil’s card?

I am registered at a driving school and have already failed the theory test at Regitra. I am getting married in a few days and my surname will change. What should I do?If I register for another test while waiting for my new passport, the test record will still show my maiden name. Could this cause problems because my new passport will show a different surname, or should I wait until I receive the new passport?

At present, all your documents—the medical certificate, first-aid certificate, driving-school course record and identity document—show your maiden name. When you go to Regitra, also bring your marriage certificate. You may additionally bring proof that you have applied for a new passport.

Most importantly, after you pass the practical test at Regitra and apply for the driving licence,your identity card or passport must already show your new surname.

I have never held a driving licence. Where should I begin if I want to obtain one?

Can I exchange my driving licence in a city other than my declared place of residence?

You can exchange it at any Regitra branch, regardless of your declared residence. Your declared residence does not determine which branch you may use.

Simply register online or visit your chosen Regitra branch with the required documents.

I completed the full A1 course and driving-school requirements. How can I obtain category A2? I am 56 years old.

You must complete the A2 process separately. You may prepare independently for the theory test, but you must still complete the required practical training at a driving school.

I am planning to take a driving test at Regitra, but I have married and changed my surname. My medical certificate still shows my former surname. What should I do?

Bring the medical certificate together with a document proving the surname change, such as your marriage certificate.

How can a person with a disability learn to drive? It seems very difficult.

When and where do I pay for a driving licence issued by Regitra?

The licence must be paid for before production begins. You can pay through Regitra’s online self-service system, at a branch, or by bank transfer. Payment is required before the licence can be produced.

Can I take the theory test as an independent candidate without completing 12 years of school?

Yes. You may prepare independently and take the theory test at Regitra without having completed 12 years of schooling or basic education. Is there a deadline for renewing a driving licence after it expires?

A driving licence is valid until the expiry date shown on it and should be renewed before it expires.You must not use an expired licence; you may drive only while holding a valid document. My category B entitlement is valid until 2027. My categories C and D expired in 2022, and I forgot to renew the licence. Will I have problems exchanging it at Regitra now?

There should be no problem: you can exchange the licence on the basis of your valid category B entitlement. The expired C and D categories will not be renewed unless you complete the mandatory medical checks orother additional requirements. We recommend contacting Regitra to confirm which documents you must submit.

A man rode a scooter while intoxicated and was disqualified from driving any vehicle for one year. His driving licence was not confiscated. Will he have to complete the training again?

Yes. He will need to:

• retake the theory and practical driving tests.
• complete a course on the harm caused by alcohol for drivers disqualified for driving while intoxicated;
• undergo another medical examination and obtain a medical certificate for drivers.

Do I need to retake the theory and practical tests after being disqualified from driving for two years?

Yes. The theory and practical tests must be retaken if the disqualification lasts one year or longer. Once the disqualification period has ended, contact a Regitra branch in your city.

You will also have to complete additional training for disqualified drivers. This training is available at most driving schools. 

Whom should I contact first if I lose my driving licence?

If you lose your driving licence, you must report the loss to Regitra through the Drivers’ Portal or at a Regitra branch that provides driving-licence services. Information about lost and invalid driving licences is provided to the police and other relevant authorities, so you do not need to notify the police separately. A licence for which a replacement has been issued is no longer valid and must not be used, even if it is later found.

I have been disqualified from driving. After passing the theory test at Regitra, may I practise driving with a family member?

Unfortunately, you may not practise driving with a family member. Only learner drivers who have not previously held a licence may learn in this way.

A family driving instructor may not teach a family member who has been disqualified from driving for KET violations.

I held a driving licence for categories B and C. Must I retake the tests for both categories?

You must take the tests for the more demanding of the two categories.

If a person is disqualified from driving motor vehicles for one year or longer, their licence is restored only after they pass the theory and practical driving tests at Regitra. A person seeking to regain the right to drive vehicles in more than one category, or to replace a licence covering more than one category, takes the tests for the category considered the most demanding in terms of driving skills.

From least to most demanding, the vehicle categories are ranked as follows: B1, B, BE, C1/D1 (either C1 or D1), C1E/D1E (either C1E or D1E), C, D, DE and CE.If the withdrawn licence also covered category A1, A2 or A vehicles, the person’s skills in those categories will also be assessed.

This procedure is governed by the order approving the Description of the Conditions and Procedure for Examining Drivers of Motor Vehicles.

I was disqualified while driving a car and held categories B and CE. Is it enough to retake the category B practical test?

No. You must retake the test in a category CE motor vehicle.

I was found twice to be driving without a valid roadworthiness inspection. Will I have to retake my driving tests?

No, you will not.

What must I do to regain my driving licence after being disqualified for drink-driving?

You must complete a special course on the harm caused by alcohol and drugs to human health (organised by most driving schools). You must also complete additional driver training (at a driving school).. If the disqualification lasts longer than one year, you must also retake the theory and practical tests at Regitra.

While reversing out of a parking space, I scratched another car with the front of my vehicle. I am a novice driver. Will I have to retake my driving tests after 2 years?

Because nobody was injured in the collision you caused, the SEAKĮ requirement to complete additional training within 1 year of the violation does not apply to you, and you certainly do not have to retake a test. However, your insurance premium will probably increase next year because you caused the collision.

Must I retake the theory and practical tests after being disqualified from driving for half a year?

No. The tests must be retaken only when the disqualification lasts one year or longer.

I was disqualified from driving for 1 year for a low level of alcohol intoxication. Must I retake the theory and practical tests?

Yes. If the disqualification lasts one year or longer, you must retake the theory and practical tests at Regitra before your licence can be returned. You must also complete a special course, organised by many driving schools, on the harm caused by alcohol and drugs to human health. . You must also complete additional driver training at a driving school and undergo another medical examination to obtain a medical certificate for drivers.

I held a driving licence for categories B, C and E 10 years ago. I was disqualified 4 years ago for drink-driving in a category C vehicle. How can I regain my licence?

Under Article 24 of the SEAKĮ , paragraphs 4 and 5, after completing the required medical and educational assessment and additional driver training, you must retake the theory and practical driving tests in a category CE vehicle:

4. A person who has been disqualified from driving motor vehicles for one year or longer for committing an offence regains the right to drive only after the disqualification period has ended, the person has completed additional driver training and has retaken the driving test. This provision excludes a person disqualified for an offence committed while under the influence of alcohol, narcotic drugs, medicines or other intoxicating substances.

5. A person disqualified for an offence committed while under the influence of alcohol, narcotic drugs, medicines or other intoxicating substances regains the right to drive only after the disqualification period has ended and, in accordance with the procedure established by the Government or an authorised institution, the person has completed a medical and educational assessment, additional driver training and a driving test. The driving-test requirement does not apply if the disqualification for the offence referred to in this paragraph lasted less than one year.

You must submit the following documents to a Regitra branch:

1. A valid identity document;

2. A certificate confirming completion of additional driver training;

3. A medical examination certificate for drivers (form No. 083-1/a) issued after the KET violation;

4. A health-knowledge assessment certificate issued under the mandatory programme on the harm caused by alcohol and drugs to human health.

I was fined EUR 14 for overtaking across a solid line (recorded as failure to obey road signs). As a novice driver, will I have to retake everything after 2 years?

Within one year of the violation, you must complete additional driver training in accordance with the procedure established by the Ministry of Transport because you breached one of the provisions listed in Article 2 of the SEAKĮ:

46. Additional driver training means training organised and provided in accordance with the procedure established by the Ministry of Transport or an institution authorised by it for:

1) novice drivers who have breached KET requirements concerning drivers’ duties towards pedestrians, overtaking rules; the prohibition on using mobile communication devices while driving; traffic-control signals; the use of warning signals as prescribed by the KET; the rules for crossing intersections; the use of seat belts and motorcycle helmets; exceeding the speed limit by more than 10 km/h; driving with a low level of alcohol intoxication (more than 0 per mille but no more than 0.4 per mille); or causing a traffic accident in which a road user’s health was impaired;

Must a novice driver complete additional training for a violation of KET paragraph 150.5 (the prohibition on stopping or parking in a median, acceleration lane or deceleration lane)?

You do not need additional training.

Paragraph 40 of Article 2 of the SEAKĮ states:

40. Additional driver training means training organised and provided in accordance with the procedure established by the Ministry of Transport or an institution authorised by it for:

1) novice drivers who have breached KET requirements concerning drivers’ duties towards pedestrians, overtaking rules, the prohibition on using mobile communication devices while driving, traffic-control signals, the use of warning signals as prescribed by the KET, the rules for crossing intersections, the use of seat belts and motorcycle helmets, exceeding the speed limit by more than 10 km/h, driving with a low level of alcohol intoxication (more than 0 per mille but no more than 0.4 per mille), or causing a traffic accident in which a road user’s health was impaired;

2) drivers of motor vehicles who have been disqualified for KET violations.

Your violation therefore does not fall within this provision.

When may I take the driving tests after being penalised for driving without a licence?

You may take the driving tests only after the applicable prohibition period has ended.Paragraph 2 of Article 22 of the SEAKĮ states:

2. The right to drive motor vehicles, tractors and self-propelled machinery is not granted until the period of disqualification imposed under the law for KET violations, including driving a vehicle without the right to do so, has ended.

 

Will Regitra exchange my driving licence if I have not paid a fine for a KET violation? I was fined in 2011.

Regitra is unlikely to exchange your driving licence because you have not paid the fine. For precise information, contact a Regitra branch or call 8 700 55 151.

I was caught exceeding the speed limit by 46 km/h and was disqualified for 6 months. I have held a licence for less than 2 years. Must I retake all the tests at Regitra, or is additional driver training sufficient?

You need only complete additional driver training.

Under Article 24 of the SEAKĮ, paragraph 3:

3. A person disqualified from driving for KET violations regains the right to drive only after completing the prescribed additional driver training.

How can I recover a temporary or permanent driving licence confiscated by the police?

If your driving licence was withdrawn for one year or longer, you must first contact a Regitra examination centre to recover it. You must pass the theory and practical tests and submit a valid identity document and a valid medical certificate for drivers to a Regitra driving-licence issuing branch issued after the KET violation. In all other cases, contact the police.

Must I repeat a driving-school course after receiving a warning?

A warning may be issued for exceeding the speed limit by up to 10 km/h or for other KET violations not covered by the Code of Administrative Offences or the specified list. You therefore do not need to complete additional training.

Do I need additional training if I was disqualified from category AM for 12 months but want to obtain category B? I have passed the category B theory test at Regitra and will take the practical test when the disqualification ends.

Yes, you do.

May I take the driving tests and obtain a licence if I have outstanding fines that I am paying for driving without a licence?

You will not receive a licence until the fines have been paid and the disqualification period has ended. You may then take the tests and seek to obtain a driving licence.

Can I regain the right to drive if I have not yet completed the course but still have time to do so? For example, the disqualification lasts 6 months, while the course must be completed within one year.

The right to drive is restored only after you complete the additional driver-training course.

I was disqualified for drink-driving with a reading above 1.5 per mille. The disqualification lasts 1 year and 6 months. If it is reduced after half the term, that is, after 9 months, must I retake the theory and practical tests at Regitra?

If the disqualification lasts one year or longer, you must retake the theory and practical tests at Regitra.

If you were disqualified for drink-driving, you may be able to regain the right to drive earlier if you agree to drive only vehicles fitted with an alcohol interlock.If the disqualification period is shortened, the theory and practical tests do not have to be retaken.

Is my driving experience interrupted if I was disqualified from category B for 2 years?

No. The accumulated driving experience is not interrupted.

Must a driver disqualified with an alcohol reading of 1.8 per mille complete additional driver training?

Hello. I was disqualified for 1 year and 6 months after recording 2.93 per mille in a breath test. The court imposed a EUR 500 fine and a disqualification of 1 year and 6 months. Because my wife acted as guarantor, I was released from criminal liability. Is it worth applying to the court for early restoration of my driving licence?

May I take the tests and obtain a driving licence if I was caught driving without a licence about 8 years ago and never paid the fine? Will I be admitted to the tests, or has the fine expired under the limitation rules?

A person is disqualified from driving when they commit a Road Traffic Rules violation for which the Code of Administrative Offences provides both a fine and a period of disqualification. An officer may not physically confiscate your licence after a KET violation, but that does not mean that you may continue driving. In such a case, your right to drive is deemed suspended.

The right to drive may be withdrawn:

• in cases prescribed by law;
• if a behavioural or personality disorder, or a condition included in the approved list, means that the person cannot drive vehicles safely because of their health or behaviour;
• if it is established that the right to drive was granted on the basis of false personal or medical details, or other incorrect information that enabled the person to drive the relevant vehicles;
• for KET violations or driving under the influence;
• for causing a traffic accident that impaired a road user’s health, except in specified cases where the person is not subject to administrative liability.

If the police disqualify a driver at the scene of a KET violation and issue an administrative-offence report, they also provide information about the reason for the penalty, where it must be paid and when the disqualification period begins.

You may also contact Regitra and the police by telephone to clarify the status of your fine and disqualification.

I was disqualified for one year. May I take the theory and practical tests before the year ends and recover my licence afterwards, or may I take the tests only after the full year?

You may take the tests only as the end of the disqualification approaches. In other words, you may take the theory test a few weeks before the end date, but the practical test only after the disqualification has ended.

I was disqualified for 3 years, 20 years ago. Must I retake the tests?

Yes.

Hello. If I was disqualified for medical reasons, which documents do I need to regain my licence?

First undergo a medical examination and obtain a new medical certificate. Then contact Regitra.

May I practise driving with a family member after my disqualification period has ended?

No.

I received a fine while I was a novice driver displaying the “maple leaf” sign and was assigned the colloquially named “idiot” course. As I understand it, the course must be completed within 6 months after paying the fine. One month later, however, I was disqualified for 6 months. When must I complete the course?

You must complete additional training for disqualified drivers.

I was prohibited from obtaining a driving licence for four years. Now that 3 years have passed, may I start the process, and which documents do I need?

You may gradually obtain new certificates and begin driving lessons, but Regitra will not allow you to take the tests until the full 4 years have passed. Information on obtaining a driving licence is available here.

My driving licence is no longer valid because I did not complete the required course for offenders within one year, although I paid the fine for using a phone. I have retaken the theory test and will take the practical test. Must I still complete the course before receiving a new licence after passing the practical test?

Additional training is not required: a novice driver who, within 2 years after being issued a driving licence, commits a KET violation for which additional driver training is prescribed <...> and does not complete that training within one year from the date on which the relevant decision or court judgment becomes final, or from the date on which an administrative order issued for the offence is fulfilled, loses the right to drive. Their existing licence is not exchanged for a licence valid for 10 years. In that case, the novice driver regains the right to drive only after retaking the driving test and is issued a licence valid for 3 years.

I was disqualified for one year. Regitra can see the fine-related violations in its records. If I have no new KET fines, is it enough to pass the theory and practical tests and complete the course for offenders to regain my licence?

The requirements depend on the violation that led to the disqualification. If it involved alcohol, you will also need a new medical certificate and training on the harm caused by alcohol and drugs. More information on regaining a withdrawn driving licence is available here.

I was disqualified from category B for 1 year for drink-driving. I retook the tests 2 years after the period ended. Does my previous driving experience continue to count, or am I treated as a novice driver?

This depends on several circumstances, but your driving experience should not normally be interrupted. Regitra can give a definitive answer because it can review your situation before the licence was withdrawn.

As a driver with less than 2 years of experience, I committed a KET violation by not wearing a seat belt and did not complete the required course. I paid the fine and passed the theory test. Must I now take the practical test at Regitra?

Under the ANK, the anticipated disqualification period is 24–60 months. The exact period will be known only when you receive the report or decision. Only then can it be determined whether you may apply to shorten the period by fitting an alcohol interlock.

For medical certification, drivers are divided into two groups:

The first group covers categories AM (mopeds), A1, A2, A, B1 (motorcycles), B (cars with a maximum mass of 3500 kilograms) and BE (category B cars with a trailer).

What should I do if I cannot attend my scheduled Regitra test?

If you cannot attend a test booked at Regitra, notify Regitra in advance, no later than the last working day before the test. You can report your absence yourself through the booking system by cancelling the booking, or by calling 8 700 55 151.

May I take the driving school’s practical assessment at a different school, without additional lessons, by paying only for the assessment, if I have already passed theory at both my school and Regitra?

Yes. Obtain a certificate from your previous driving school listing the topics covered in at least 40 hours of theory, the result of the final theory assessment, and the number and topics of your practical sessions. The practical training should total at least 29 hours because the 30th hour is the final practical assessment.

Under the order of the head of the State Road Transport Inspectorate under the Ministry of Transport “On the Approval of the Description of the Driver Training Procedure”, No. 2B-84 of 30 April 2014, paragraph 14.5:

14.5. At the student’s request, the head of the driving school or the person responsible for driver training must issue, in the prescribed manner, a certified document confirming completion of theory and/or practical driving-skills training for the relevant category, specifying the topics and number of hours. During a driving school’s practical assessment, may another person sit in the car besides the instructor?

No. The final practical assessment at a driving school is individual: only the instructor and the student taking the assessment participate. No other person may be present. Video and audio are recorded. A student who disputes the final result may complain about the driving school to the State Road Transport Inspectorate, which will examine the grounds for the complaint.

May an observer be present in the car during a Regitra practical test? If I retake the test, may I object to an observer being present again?

During the practical test, the vehicle may contain:

• the candidate;
• the examiner;
• if necessary, a person authorised to observe and supervise the examiner’s work to ensure fair and consistent assessment, such as a Regitra employee acting as an observer;

May I take the category AM test when only 1 month remains before I turn 15?

No. You must wait until you are 15 and may then take the category AM theory test.

May I retake the theory test if my medical certificate expired one week ago but was valid when I first took the theory test? Must I obtain a new one?

May I speak to the examiner during the test, for example to ask how to adjust the driver’s seat?

Yes. If you do not understand or hear an instruction, you may ask the examiner to repeat or clarify it. However, questions about locating or adjusting the controls for the seat, steering wheel or mirrors, or about how the vehicle controls operate, should be asked before entering the road. Otherwise, one non-critical error will be recorded (13. Pre-drive check: NK — the candidate is unable to locate the specified vehicle controls or equipment, demonstrate how to operate, adjust or check them, or prepare to drive safely).

May I take the Regitra theory test without attending a driving school?

You may prepare independently for the theory test, without completing a driving-school theory course, if:

1. you seek category AM, A1, A2, A, B1 or B;
2. you hold category D1, D1E, D or DE and seek the corresponding category C1, C1E, C or CE, or vice versa;

May I use my own motorcycle for the motorcycle practical test?

Candidates taking the category A, A1 or A2 practical test may use either a Regitra motorcycle or their own motorcycle.

A motorcycle used by the candidate must meet the applicable special requirements.

May I prepare independently for category A1, take the Regitra theory test, and then attend a driving school for practical training?

Yes.

Is a driving-school test required for category A?

If you study category A theory at a driving school, you must take the school theory test. If you present proof that you passed the Regitra theory test, the school should recognise it in place of its own test. If you study category A theory independently, you do not need to take a driving-school theory test and may go directly to Regitra to take the theory test.

Category A requires practical training at a driving school (10 academic hours). The school practical assessment takes place during this training. Only after completing 10 academic hours and passing the school practical assessment will the school report electronically to Regitra that you completed the training, allowing you to take the Regitra practical test.

My driving licence has expired. May I take tests for categories A and CE?

A driving licence is valid until the expiry date shown on it and should be renewed before it expires.

The licence must be valid to confirm the categories you already hold. Only then may you take a test for a higher category, such as CE.

After passing the theory test, how long do I have to pass the practical test? If I do not pass within one year, must I repeat the theory course as well as the tests?

A Regitra theory-test result remains valid for one year. You must pass the practical test within that year. If you do not, you must retake the Regitra theory test.

May I use a driving-school vehicle for the practical test?

How long does the practical test last: 45 minutes or 1.5 hours?

The duration depends on the category and is approximately 60–90 minutes. The standard category B practical test lasts 45–50 minutes, including preparation and discussion of errors. This includes meeting the examiner, becoming familiar with the vehicle, performing special manoeuvres in traffic, such as parking and turning within a restricted width, and driving in real traffic with navigation for at least 25–45 minutes, depending on the vehicle category, followed by vehicle-related theory questions and a review of the result and errors.

May I take the Regitra category B theory test at age 17?

Yes. You may take the category B theory test at age 17, but you may take the practical test only after turning 18.

May I first pass the driving school’s practical assessment and then take the Regitra theory test?

After passing the category B theory test, how soon may I book the practical test?

Can Code 95 questions appear in the category B theory test?

Code 95 questions are only for professional-driver categories such as C, CE and D. They do not appear in the category B test.

How late may I cancel a Regitra theory-test booking?

You must notify Regitra that you cannot attend a theory or practical test at least 24 hours before it starts, allowing another person to book the vacant place.

You can do this easily online, where you may also change the booked date and time without limit while keeping the booking.

After returning from abroad and registering in Lithuania, how many months must pass before I may take the tests for my first category B driving course?

A person may take driving tests only if they live in Lithuania for at least 185 days in each calendar year.
A foreign national may take driving tests after living in Lithuania for 185 days because of personal and employment ties or, if they have no employment ties, because of personal ties closely connecting them to their place of residence.

A foreign student may also take driving tests after studying in Lithuania for at least 6 months.

How many errors are allowed in the practical test?

To pass, a candidate may make no more than 8 non-critical errors and no critical error or repeated specific error.

Can I buy printed driving-test questions anywhere?

Printed tests are not available. Only the Road Traffic Rules booklet can be purchased in print.

What restrictions apply after missing a Regitra test?

If you do not arrive for the theory test on time or give at least 24 hours’ notice, you may take it again no earlier than 30 calendar days later. To take it sooner, you must pay the full price of the missed theory test. If, within 12 months, you miss the test or change the theory-test date five times, booking access is restricted for six months.

If you do not arrive for the practical test on time or give less than 24 hours’ notice, you may take it again no earlier than 30 calendar days later. To take it sooner, you must pay the full price of the missed practical test.

If I am barred from booking the theory test for 6 months because of booking changes, may I pay a fee and take it sooner?

Regitra’s official response:

When a 6-month booking restriction applies because the candidate registered for a test 5 times within one year but cancelled, changed the date and/or time, and/or failed to attend, no paid exception is available.

The procedure is specified in the Description of the Conditions and Procedure for Examining Drivers of Motor Vehicles (paragraph 10),  approved by an order of the Minister of the Interior dated 2024-11-08 . 

"15. After receiving your request, the driving school must, within 5 working days, provide a certificate stating what you have already completed. The new school must recognise the certificate and credit the completed training.

The Road Traffic Rules allow learner drivers to carry children aged 14 or older.

I plan to practise driving with a family member. When the family member drives without me, must the “M” signs be removed?

The rules do not require the “M” learner signs to be removed when no training is taking place.

May I practise with a family member if the insurance does not state that the car will be used for driver training? Could there be a fine, or would the insurer merely refuse to cover an accident?

You may not practise with a family member unless the insurance covers driver training. Otherwise, the insurer would not recognise the vehicle keeper as properly insured and the following KET provision would be breached: “XXX. Vehicle requirements: 226. In Lithuania, only motor vehicles and trailers registered in the prescribed manner, with a valid mandatory roadworthiness inspection, including vehicles authorised to travel to an inspection centre, and whose keepers hold compulsory insurance and have paid the applicable state charges may participate in public traffic.”

After an accident, the insurer would compensate the innocent party and seek reimbursement from the at-fault party who was not properly insured.

May I learn to drive with a family member?

Yes, but before starting practical training with a family member you must pass the Regitra theory test.

During practical training, you must carry an identity document, proof that you passed the Regitra category B theory test, and a valid medical examination certificate for drivers.

The family member teaching you must carry their driving licence and the vehicle’s registration, roadworthiness-inspection and compulsory motor-liability insurance documents.

You must also carry documents proving the family relationship, such as a marriage certificate, birth certificate or partnership agreement.

The family instructor must have at least 5 years of category B driving experience and no current administrative penalties for Road Traffic Rules violations.

If I resume a driving course after a one-year break, will the price be the same?

After assessing a student’s existing practical skills, a driving school may reduce the prescribed practical-training hours by up to 20 per cent. The price may therefore be reduced.

I passed the theory test. Until I pass the practical test, may I drive with someone who has 5 years of driving experience?

You may practise only with a family member who has at least 5 years of category B driving experience.

Family members include spouses, a parent, registered partners, their children and adopted children, brothers and sisters. Children under guardianship or curatorship under Lithuanian law are members of the guardian’s or curator’s family.

When driving, you must carry:

1. an identity document with a photograph;
2. proof that you passed the Regitra theory test;

I want to practise with my father using “M” signs. Where should the signs be placed? Must they be at both the front and rear, and on which side and at what height?

Under Appendix 4 to the KET, paragraph 10:

10. The front and rear of a motor vehicle or vehicle combination used for driver training must display a white equilateral triangular sign with a red border and a black letter “M” in the centre. Each side must be 200–300 mm long and the border must be 1/10 of the side length.

The rules do not specify a side. The sign is usually placed on the left side of the window where other road users can see it clearly, and it is required at both the front and rear. You must also carry a medical certificate, proof of passing the Regitra theory test, and proof of the family relationship, such as a birth certificate when driving with your father.

I passed the Regitra theory test. With whom may I practise independently? May my mother’s husband teach me if my parents are divorced?

You may practise only with a family member. Legally recognised family members include spouses, a parent, registered partners, their children and adopted children, siblings, grandparents and grandchildren. May an experienced driver with more than two years’ experience drive a car displaying a green maple-leaf sign?

Yes. If you exceed 70 km/h, or 90 km/h on a motorway or expressway, an officer who stops you and checks your driving licence will not penalise you merely for the sign.

I want to practise with my brother, but he does not own a car. May I use a friend’s car while my brother sits beside me even though the car is not registered in his name?

The law does not require the car to be registered in the family instructor’s name. It requires that:
during training, the family driving instructor carry and present to an inspecting officer:
1. a category B driving licence proving at least 5 years of experience in that category;
2. the vehicle registration certificate;
3. the vehicle roadworthiness-inspection report;
4. the compulsory motor third-party liability insurance certificate;
5. documents proving that the instructor and learner are family members, such as a marriage certificate if they are spouses or the learner’s birth certificate if the instructor is a parent. The same surname does not prove a family relationship.

A family member may be taught in an ordinary category B car that is registered, has passed its roadworthiness inspection and has valid compulsory motor-liability insurance. Training is prohibited only in category B cars whose parking-brake lever is not located between the driver’s and passenger’s seats.

I often see a private car displaying an “M” sign without a learner inside. Is this allowed?

Yes. The rules do not require the “M” sign to be removed when no training is taking place.

I have an A1 category for over two years. Is the maple leaf and speed limit up to 70 km/h mandatory for two years for category B?

According to Article 2 of the Road Traffic Safety Law 46 item:

46. Novice driver - a person who has acquired the right to drive a motor vehicle of category A, A1, A2, B, B1 and has a driving experience of up to two years.

So if you have one of these categories (A, A1, A2 or B1, for two years or more), you are not a novice driver and you do not have to display the green maple-leaf novice-driver sign when driving a passenger car.

Here's what 134 of Chapter XV of KET says about speed:

134. Beginner drivers, as well as persons who are learning to drive, are allowed to drive on motorways and expressways at a speed not exceeding 90 km/h, on other roads at a speed not exceeding 70 km/h.

So, the 70 km/h restriction therefore does not apply to you.

Do you need to have either an A or B category to drive a powerful ATV? However, the age from which the respective categories are issued is different. Is being 18 years old sufficient to drive a heavy ATV?

NTo to drive a powerful four-wheeler, you need to have both categories - A and B. This vehicle can be registered in the Agriculture Department of the relevant municipal administration (regardless of the place of residence of the owner of such quadricycle) or in the state company Regitra. If this ATV is registered in the Agricultural Department of the municipal administration, the driver can drive it with a SM (SKM) or A and B categories. I want to drive 99 kW motorcycle. Must I wait until I am 24 and hold a category A driving licence?  After obtaining a category B driving licence, can I immediately (is prior driving experience required) also obtain a category A driving licence?

A category A driving licence can be obtained from age 20 only if you already have two years of driving experience in category A2 (it may be obtained from age 18). Otherwise, you will be able to obtain category A only from the year 24.

When you are 24 years old, you can take the A and B theory tests together. It consists of 35 questions (7 errors are possible). In this case, A2 driving experience is not required.

I hold a category B driving licence and I want to obtain category A. I only need to pass the practical motorcycle test and I can get an A, do I also have to pass the theory test?

Having a category B driving licence and in order to obtain a category A driving licence, Regitra needs to pass theory and practical exams. The theory test can be taken with preparation and on your own, but the practical test can only be taken after completing the specified number of hours at the motorcycle driving school.

Is it possible to drive category AM motorcycles after losing category B?

After losing the right to drive a passenger car, driving AM category motorcycles is also prohibited.

I am 13 years old. Can I ride a scooter?

No, you can only drive a scooter from age 15 and you need an AM driving license. It can be obtained after passing the Regitra theory test, no practical test is required.

Where can I get information about the permissible power of tricycles and quadricycles?

After passing category B, will I be able to drive AM and BE vehicles?

When you get the right to drive category B, you get AM automatically. Category BE must be obtained separately.

After passing the B category theory, is it possible to drive AM category mopeds with all the documents and the theory test completion slip?

No, you can only drive a moped if you have a category B or AM driving licence.

Can I drive a scooter up to 49 cubic cm with category A?

Yes you can. Under Article 23 of the Road Traffic Safety Law:

4) Category A - tricycles with a power greater than 15 kW and motorcycles;

Is it possible to start studying A1 category courses from age 15?

Yes, you can study A1 category from age 15. Here is what is written about it of the Law on Road Traffic Safety 21 and 23 in articles:

5. A student taught to drive a motor vehicle, tractor, self-propelled machine on the road must not be more than one year younger than the established age from which legal acts allow driving a vehicle of that category.

I have category B, I want to obtain category BE. How to do it?

Regitra theory test can be passed after preparing independently.  Before the Regitra practical test, you need to complete a 10-academic-hour practical course at a driving school.

How to get a category BE driving licence if you already have category B, C and D licenses?

In order to obtain the right to drive BE category vehicles, theory test Regitra can be taken after preparing independently. Before the Regitra practical test, you need to complete a 10-academic-hour practical course at a driving school. 

Also, vehicles of categories C1E, CE, D1E or DE give the right to drive vehicles of category BE, so you can keep  C1E, CE, D1E or DE and you get a BE category.

Is it possible to tow a trailer with a car with a category B driving licence?

A category B driving licence entitles you to drive a car that can be connected to a trailer with a maximum permissible mass of no more than 750 kg, and also connected to a trailer with a maximum permissible mass of more than 750 kg, but the maximum permissible mass of the combination must not exceed 3.5 t, and the maximum permissible mass of the trailer must not exceed the mass of the car without a load. A trailer can also have two axles.

Do you need to have B and C to get D1 or is it just B?

Yes, that's enough. Learning to drive category C1, C, D1, D or T is possible with the right to drive category B vehicles.

From what age can I study category C if I am still a student?

Article 23 of the Road Traffic Safety Law set:

Category C can be obtained only with the right to drive category B vehicles.

Category C - 21 year, except for persons who have acquired the initial professional qualification to transport cargo in accordance with the established procedure.

Article 21 of the Road Traffic Safety Law set:

By the way, according to the current ones AIMING requirements, you cannot drive category B motor vehicles. Most likely, when you change your driving licence, you will need to pass the category B test.

Can I get a category C and CE driving license right away?

Can I drive an Aixam or Microcar with an AM license?

No, you can't, because the AM category is mopeds and light ATVs.  If you want to drive a vehicle which maximum design speed greater than 45 km/h and/or engine displacement greater than 50 cm3, you must have B1 categories driving licence.

What power tricycles can I drive with B code 79.03?

The code on the driving licence is 79.03. indicates that you can only drive tricycle type vehicles. i.e. tricycles with a power exceeding 15 kW. This code allows you to drive more powerful tricycles than the standard category B without this restriction code.

I passed the practical driving test with an automatic gearbox, can I drive a car with a robotic or semi-automatic gearbox where there is no clutch pedal, or only with a classic automatic? I can't find an answer about this anywhere.

According to the Lithuanian Road Traffic Rules (KET), drivers with a driving licence with a restriction for "automatic gearbox" (usually marked with the code "78") can drive cars that do not have a mechanical clutch pedal. This means that in addition to classic automatic transmissions, you can also drive vehicles with robotic or semi-automatic transmissions, as long as they work without a clutch foot. If your driving licence shows this restriction, you can safely drive vehicles that meet this technical requirement.

Is it possible to tow other cargo vehicles with category C? For example: 12t truck to tow a truck of the same or greater weight?

Category C entitles you to drive motor vehicles with a maximum permissible weight of more than 3.5 tons (except for vehicles of categories D1 and D), and also allows you to tow a light trailer (up to 750 kg).

As a result, with category C, it is possible to tow another goods vehicle, subject to the following conditions:

* Technical limitations: The technical parameters of the tow truck (engine power, braking system) must allow towing a vehicle of this weight.

* Method of towing: Towing is permitted only with a rigid coupling or using suitable equipment.

* Weight restrictions: When towing, you must not exceed the maximum permissible weight set by the tow truck manufacturer.

May I take the category C test with a UK-issued driving licence? 

In Lithuania, it is possible to take a category C exam with a driving licence issued in the United Kingdom or another country, but there are several important requirements:

* In order to take the exam in Lithuania, you must have declared your place of residence in Lithuania or provide another document confirming that you live in Lithuania for more than 185 days a year.

* Your driving license must be valid. If it is issued in a non-EU country, a translation or additional document may be required.

When hiring, it is not enough for the employer to provide a driving licence, which basically only gives the right to work with a tractor/excavator, but does not confirm that the future employee has the necessary qualifications. Such a qualification is confirmed only by a tractor operator's certificate.
