Riding a scooter without the required entitlement may result in a penalty carrying restrictions. You may not take the Regitra theory test or undertake practical driver training while those restrictions remain in force.

Article 128 of the Code of Administrative Offences: driving without entitlement. Driving a vehicle without the right to drive it, or without the right to drive that class of vehicle, is punishable by a fine of two hundred and eighty-nine to four hundred and thirty-four euros or administrative detention.

Under the rules governing the issue of driving licences, a licence is valid from the moment it is handed to its holder. From then on, the person has the right to drive vehicles in the categories shown on it.

Article 424 of the Code of Administrative Offences: driving without entitlement

2. Driving a vehicle without the right to drive it, or
without the right to drive that class of vehicle,
is punishable by a fine of three hundred to four hundred and fifty euros.

Court practice considers that entitlement to drive begins on
the issue date shown on the driving licence. This is the definitive information used to establish when the licence was issued.

With category B, may I drive a tractor of up to 60 kW on the road while towing a filled 2 t sprayer or other agricultural machinery exceeding 750 kg if it is not registered as a trailer?

A category B licence does not permit driving a tractor on the road; you must
hold a tractor-driver certificate. To drive a tractor with engine power up to 60 kW,
category TR1 is required.

A person may begin training for category TR1 from age 15
but may not drive on roads until age 16, and must hold
a valid medical examination certificate in the form prescribed by the Lithuanian
Ministry of Health.

A person who successfully completes the course and final
qualification tests receives the prescribed tractor-driver
course-completion certificate, authorising the holder to drive wheeled agricultural and forestry tractors with engine power up to 60 kW,
as well as
crawler tractors and tractor combinations with trailers or agricultural
machinery, and tractors fitted with mounted mechanisms
such as excavators, bulldozers and loaders.

When preparing independently, should I enrol at a driving school for the mandatory 30 academic hours of practical training before or after passing the Regitra theory test?

Go to a Regitra branch with your identity document to find out whether any restrictions prevent collection of the licence. The main condition is that your residence be declared in Lithuania and that you have lived there for 185 days in the calendar year.

If you managed to stop, the driver who failed
to stop is at fault. The accident declaration should be completed accordingly, and the car is repaired under
the at-fault driver’s insurance. If, after you had stopped, your car was pushed into another
car when a third car struck yours,
the declarations should identify the last
car as the vehicle at fault. Its driver should complete declarations with both the first and second
cars and sign as the at-fault party. In that case, no one will inspect
your insurance policy. What matters is that the declarations were
completed correctly and that you did not sign anywhere as the person at fault.
If you signed the declaration as the person at fault, the
insurer may seek reimbursement from you for the damage to the first car,
because a higher-risk driver who was not included in
the policy was driving.

Therefore, if you were not found to have been under the influence of alcohol at the time of the accident,

you do not need to complete an additional driving course.

I passed the driving school’s theory test on 2017-03-28 and its practical driving test on 2017-05-30, but I have not passed the state theory or practical test. Is my driving-school qualification valid until 2018-03-28 or 2018-05-30? THANK YOU.

If you have not passed the practical driving test at the driving school,
you have not yet completed the driving-school course. The contract with the driving
school is for a fixed term; ask the school administration
whether you may still continue the course.

When the green left-turn section is illuminated, all other
road users whose path would cross that of vehicles turning left should face
a prohibitory signal. An additional green arrow

KET 102. When entering a road from an adjacent area, a driver must give way to vehicles, including bicycles, travelling on that road.

KET 76. If a sign bearing a green arrow pointing right is attached beside a red traffic signal at an intersection, drivers may turn right while the prohibitory signal is illuminated. Before entering the intersection, however, they must stop before the “Stop line” road sign and/or stop line; if neither is present, they must stop before the pedestrian crossing or traffic light. They may proceed only after ensuring that it is safe and that they will not obstruct vehicles or pedestrians whose path they cross.

Therefore, B must give way to everyone. A must give way to road users whose path it crosses. B’s direction of travel does not give B priority.

It is likely that C may not turn into the stated yard because of restrictions imposed by the road markings at the intersection.

B may travel in any direction that does not breach the requirements of the road markings at the intersection.

In your case, passing the category B tests is sufficient. A new driving licence will be produced and the old one destroyed.
Candidates seeking to regain the right to drive vehicles in more than one category, or to replace a licence confirming more than one category, take the tests for the category whose driving characteristics are the most demanding.
From least to most demanding, the vehicle categories are B1, B, BE and C1/D1. This is governed by the Motor Vehicle Driver Examination Conditions and Procedure.

that I correctly called sign No. 203 “INTERSECTION WITH A PRIORITY ROAD”. This appears to have been its name in the KET rules until 2002. Calling the same sign something different does not change its meaning at an intersection; it is merely a change of wording. to withdraw the driving licence:
1) An identity document.
2) A medical examination certificate.
3) A health-knowledge certification document.
4) A certificate confirming completion of additional driver training.
Another person may collect the driving licence with a notarised power of attorney.

This depends on the school’s internal rules. The school manager may decide to refund the unused portion of the fee.
The training contract must state its expiry date; it is usually valid for 1 year. If the contract has expired, there is no basis for demanding performance for the amount paid. You may prepare independently for the theory test, but practical-driving training requires a driving-school course.

Questions repeat, and I answer them correctly, but they do not turn green. In the app, a repeated question answered correctly is shown as learned, whereas here it always remains red.

Green indicates learned questions: questions answered correctly twice in succession. If you answer a “Learned” question incorrectly in the Main Test, it becomes “Unlearned” again and must be answered correctly twice to return to “Learned”.
Red marks questions that have been answered but not yet learned.

106. Before turning right, turning left or making a U-turn, except when entering a roundabout, a driver must move in advance to the appropriate edge of the carriageway intended for travel in that direction.
Crossing a solid line is prohibited, and turning from a lane not designated for the manoeuvre is also prohibited.
In this situation, you would have to choose the lesser of two evils and cross the solid line. Driving instructors recommend stating aloud during the test: “I am crossing the solid line because I have no alternative.”

While practising, the learner must carry Regitra’s certificate confirming the theory-test pass, photographic identification and a valid driver’s medical certificate. The family member teaching the learner must carry their driving licence, the vehicle registration and technical-inspection documents, and proof of compulsory third-party
insurance. Documents proving the family relationship, such as a marriage certificate, birth certificate or agreement, must also be carried. The family instructor must have at least 5 years of category B driving experience and no current administrative penalties for Road Traffic Rules offences.

What is the correct procedure after colliding with a wild or domestic animal if the car is damaged but no one is injured?

A collision with a wild or domestic animal is a traffic accident and is governed by the KET in force in Lithuania. Wild animals usually belong to the state, so the police must be notified. If the animal belongs to a particular person, notify that owner; if the owner is unknown, contact the police.

   I have taken the practical test at Regitra 2 times. I have no complaints; both examiners were courteous.
   On the 1st attempt, I exceeded the speed limit 4 times and failed. The report listed the assessed errors, identified the critical errors and explained that exceeding the limit 3 times counts as one critical error. 
   On the 2nd attempt, I exceeded the limit once, driving at 50 instead of 40, and it was recorded as a critical error. We completed the route and returned to Regitra, where I was told I had failed because of that single critical error. The report was also in a different, narrative format.
   Even the reports differed. My 1st attempt was in February and my 2nd in August of the same year. Why were the assessment criteria different? Did they change during that period?

The criteria have not changed. They will change in September: exercises on the manoeuvring area will be removed and the test will take place in the city. Regitra also states on its website:
Since August, Regitra’s practical-testing procedure has changed: driving-test reports at every branch are now completed electronically on tablets instead of on paper. Previously, examiners used special pens that transmitted the information and test result electronically to Regitra’s information systems.

You should obtain category BE or pass the skills-and-behaviour test at Regitra. This is the same practical test as for BE, but no theory test is required.

Article 23 of the Road Traffic Safety Law. 

Category B covers cars with a maximum authorised mass not exceeding 3 500 kg, designed and constructed to carry no more than eight passengers in addition to the driver. They may tow a trailer with a maximum authorised mass not exceeding 750 kg. They may also tow a trailer exceeding 750 kg, provided that the combination does not exceed 4 250 kg. A car-and-trailer combination exceeding 3 500 kg, where the trailer exceeds 750 kg, may be driven only after passing a skills-and-behaviour test at Regitra;

Under Article 32(1) of the Lithuanian Road Transport Code, the carrier must check that the placement and securing of the load comply with road-safety requirements and other carriage conditions. How that check is organised is for the manager to decide. The Code therefore requires the company manager to ensure proper carriage conditions and to supervise the driver directly or through an authorised person. A manager who fails to do so may be liable for offences committed by the driver.

Family members are spouses, parents, children, adopted children, brothers,

sisters, grandparents and grandchildren. For guardians or carers, family members

include children placed under their guardianship or care under

Lithuanian law.

     A family driving instructor is a family member who, under

the Driver Training Procedure approved by the Head of the State Road

Transport Inspectorate under the Ministry of Transport on 30 April 2014

by Order No. 2B-84 approving the Driver Training Procedure

(the “Procedure”), teaches practical

driving skills to another member of the same family.

     Skills are acquired through practice

     The vehicle-control abilities and skills required for driving are best

acquired through extensive practice. Driver-training legislation

allows young people aged

17 to prepare independently and pass the category B motor-vehicle

theory test at

Regitra, and then acquire sufficient practical-driving ability and

skills throughout the year, until taking the practical test

at Regitra after reaching the prescribed minimum age for

obtaining entitlement, or for longer if desired,

by learning with a family driving instructor and at a driving

school. With greater practical experience,

a novice driver who passes the practical test and receives a licence

is more likely to behave responsibly, comply with the Road

Traffic Rules (KET), pose less danger to other road

users and feel safer personally.

     Several options

     A family driving instructor bears substantial responsibility

     The family driving instructor should study the requirements in Annex

1 to the Procedure concerning the knowledge, abilities, skills and conduct of drivers of motor vehicles and combinations

with trailers, and should apply those

requirements from the first lesson.

The instructor should instil a proper attitude to road safety and conduct,

develop correct vehicle-control skills and teach

caution and responsibility. A family driving instructor should continually

refresh their KET knowledge and remain familiar with amendments to the rules.

Both instructor and learner must understand that risky

driving and KET offences will affect the family’s material and

emotional well-being.

     Important!

     Teaching practical-driving skills to a family member is a risky

activity. The family driving instructor must therefore use

a car whose parking-brake lever is

installed between the driver and passenger, with the front and rear marked

by clearly visible “M” signs as required by the KET.

Appropriate motor-vehicle

third-party liability insurance must also be arranged in advance. Review and amend

the policy terms in consultation with the insurer if they do not cover

driving instruction.

     Remember

     A family member should receive no

more than 3 hours of practical-driving instruction per day. The family instructor must also

know that it is prohibited to teach a family member whose entitlement

to drive was withdrawn for KET offences.

     Under the legislation governing instruction of family members,

the family driving instructor must carry during each lesson and

present to inspecting officers the following documents:

     1. a driving licence granting category B

entitlement and confirming that

the family instructor has at least 5 years of

driving experience in that category;

     2. the vehicle registration certificate;

     3. the vehicle technical-inspection report;

     4. the compulsory motor-vehicle third-party liability

insurance certificate or policy;

     5. one or more documents establishing that

the family driving instructor and learner are family members.

     The learner family member must carry:

     1. an identity document;

     2. a certificate issued by Regitra confirming a pass in the

theory test;

     3. a valid driver’s medical examination certificate

(Form No. 083-1/a).

While driving on this road, it is clear that we are on a minor road, but for what distance does that status apply?

I was travelling straight in the second lane. About 100 metres beyond the sign, many vehicles from the overpass move into the right-hand lanes toward Karoliniškės. At that point, 100 metres beyond the sign, must I give way to a vehicle approaching from the left from the overpass?

Another situation occurs on Galvės Street when travelling from Trakai toward Vilnius, after the overpass leading to the bypass.

There is currently a right-hand lane there, but it narrows into the lane on its left.

I am travelling in the first lane. A car in the right-hand lane, which is ending, aggressively claims priority while moving left. Must I give way to it?

One more question: must a driver give way to a pedestrian walking through a shopping-centre car park where there are no designated pedestrian crossings?

In the first situation, while the traffic island and then a broken line remain to your left, you are on the minor road. Once broken lane lines extend across the whole carriageway, you are also on the main road and the ordinary lane-changing rules apply: a vehicle continuing straight has priority over one changing lanes; if both change lanes simultaneously, give way to the vehicle on the right.

In the second situation, a driver in the ending right-hand lane must move into the main lane to the left and give way to vehicles already travelling there. Therefore, if you are travelling in the second lane, rather than the first as stated, you do not have to give way.

For the third question, the driver is not formally required to give way, but must ensure safety. Greater mutual consideration is required from everyone.

was withdrawn before 2017-01-01.

 Article 329 of the Code of Administrative Offences: grounds and procedure
for shortening a period of disqualification
If a person deprived of the right to drive a vehicle or inland
watercraft, hunt or fish
commits no offence during the disqualification period, the authority
that imposed the penalty may, upon the person’s application and after
at least half the imposed period has elapsed, shorten the disqualification. Where the right was withdrawn because
the offence was committed while intoxicated or under the influence of drugs, medicines or other intoxicating substances, the authority must also receive
a certificate from an institution authorised by the Government to conduct medical and educational assessment
before shortening the period.

On 1 January 2017, the Code of Administrative Offences
entered into force, replacing the former Code of Administrative
Offences. The new Code no longer permits an application
for restoration of entitlement after half the
disqualification period.
If your entitlement was withdrawn before 2017-01-01, however, you may still
rely on Article 329 of the former Code and apply to the court or police
to shorten the disqualification period.
Anyone whose offence occurred after 2017-01-01 and who lost
the right to drive can no longer apply to a court
or the police for early restoration.

After 5 years I began the recovery process, completed all courses, passed the medical examination and completed additional training. 1. Will I really need to retake them, since the police did not EVEN mention mandatory courses when they wrote me the report.

2. If I already need to change my certificate to one valid for 10 years AND I haven't taken the course yet, how much time is given to retake it?

The police are not required to tell offenders which courses they must complete. Every driver is responsible for knowing the law; ignorance does not remove liability.

According to Article 124(1) -2 of the Code of Administrative Offenses (ATP):

"non-observance of the ban on drivers using mobile communication devices when they are used by hand (except when the engine of a stationary vehicle is switched off);"

incurs a fine of 28 - 86 EUR.

You must also complete additional training at a driving school within one year. If you do so within one year of the offence, you may exchange your 2-year licence for one valid for 10 years. Otherwise, entitlement is restored only after retaking the practical test; you receive another 2-year licence and remain a novice driver for those 2 years.

PURPOSE Art. 24 Clause 9:

"9. A novice driver who has not completed additional driver training within the time limits set out in Article 22, Part 5 of this law, loses the right to drive vehicles and his driver's license valid for 2 years is not changed to a driver's license valid for 10 years. Retaking is not required if disqualification was shorter than one year.

If intoxication is established, the answer depends on the length of disqualification imposed.

Yes, you must carry it. Paragraph 16 of Chapter IV of the KET lists the documents that must be carried:

The driver of a motor vehicle, tractor or self-propelled machine must carry and, when requested by an officer of the police, State Road Transport Inspectorate under the Ministry of Transport, State Border Guard Service under the Ministry of the Interior or customs, present the prescribed document confirming entitlement to drive, the vehicle registration and mandatory technical-inspection documents, the compulsory motor-vehicle third-party liability insurance certificate or policy, and other documents prescribed by Lithuanian laws and regulations. The driver must also permit inspection of the readings of approved equipment installed to record driving and rest periods. 

I am 18 years old, have completed driving school and passed the Regitra theory test. I understand that a parent with 5 years of driving experience may teach me. May I practise with them after dark?

There is no restriction on the time of day when you may practise with a family instructor.

If I obtain category BE, do I also need a category-B licence to drive a passenger car?

There is no separate category E. If you pass the category-BE tests and receive a BE licence, you may also drive category-B vehicles.

I am temporarily living in the UK and hold a UK driving licence, although I previously obtained one in Lithuania. When I return, will exchanging it for a Lithuanian licence be difficult, and must I retake the tests?

You may drive in Lithuania on a foreign driving licence, subject to a 90-day limit. If you hold an old licence without an expiry date, you may exchange it without additional tests and need only a medical certificate. If you mean a newer-format licence whose validity has expired, you will have to take the tests.

When applying to recover my licence after half the penalty period, must I find an alcohol-harm course myself, or do I need a referral for the certificate? Can I simply ask at a clinic to attend the course?

Many institutions in Lithuania are authorised to provide such courses. Search online for the nearest one. You must personally complete the mandatory course at an authorised driving school or healthcare institution.

What may officers do if they stop me while I carry an expired temporary driving licence? Is that treated as driving without a licence even though I have no previous penalties and passed all the tests, or will they simply tell me to renew it?

We understand that your temporary driving licence has expired and that you are asking what happens if the police stop you. Under the KET and other road-traffic legislation, you may be fined for driving without a valid driving licence.

If I hold categories C and CE, may I study independently for category A, or must I also hold category D? 

You may study theory independently and take the theory test at Regitra. You must still complete the minimum required practical hours with a driving-school instructor before taking the practical test at Regitra.

Less than a year remains on my court-imposed disqualification for drink-driving. May I take the theory test now? Is additional training mandatory, and where can I complete it?

Yes, you may take the Regitra theory test now. You must complete additional training. Regitra can tell you which organisations provide it in your city.

May I drive after losing my licence if I have already applied to Regitra for a replacement?

You may not drive without a driving licence. In practice, when a driver has left a licence or another required document at home, officers may check its status in the driver database. 

While your replacement is being produced, that should be treated as a mitigating circumstance and the police may decide not to penalise you.
