1. DESCRIPTION OF THE CRITERIA AND METHODS OF EVALUATING THE SKILLS AND ABILITIES OF DRIVING A MOTOR VEHICLE (Coming into force from 04/22/2025)
IV. NON-CRITICAL AND SPECIFIC REPEATING ERRORS
1. The Description of the Criteria and Methods for Assessing Motor Vehicle Driving Skills and Abilities (hereinafter, the Description) establishes the assessment criteria and methods applied during the practical test of motor vehicle (hereinafter, TP) driving skills and abilities (hereinafter, the exam).
2. The provisions of the Description apply at the public limited liability company “Regitra” (hereinafter, AB “Regitra”) when examining persons seeking to acquire the right to drive a motor vehicle of a particular category, regain that right, or exchange a driving licence (hereinafter, the examinee).
If the Description does not indicate to which category or type of TP the provision applies, it is considered that it applies to the examination of all categories and types of TP, except for those TPs whose structural and driving features do not allow an objective assessment of the examinee's skills.
The terms used in the Description have the meanings defined in the Republic of Lithuania Law on Road Traffic Safety and in the Road Traffic Rules approved by the Government of the Republic of Lithuania in 2002, on December 11, by Resolution No. 1950, “On the Approval of the Road Traffic Rules”.
3. The examinee's skills and abilities when driving a TP are assessed based on whether he is able to:
3.1. answer three pre-drive inspection questions selected at random, asked by an AB “Regitra” employee authorized to assess examinees’ skills and abilities (hereinafter, the examiner), as specified in Appendix 1 to the Description, and prepare to drive safely:
3.1.1. adjust the driver's seat of the car to effectively use the controls and operate the TP:
3.1.1.1. the legs are not closed, the right foot can control the brake pedal;
3.1.1.2. the base of the seat supports the legs, the left foot can fully depress the clutch pedal;
3.1.1.3. with the pedals fully depressed, the knees remain slightly bent and do not straighten completely;
3.1.1.4. turn the steering wheel completely, with your arms slightly bent at the elbows and your shoulders resting on the back of the seat;
3.1.1.5. the position of the headrest corresponds to the height of the head and is approximately at the top of the ears;
3.1.1.6. the height of the seat base and the position of the backrest are suitable for the driver;
3.1.1.7. the position of the steering wheel is suitable for the driver, it does not interfere with operating the levers, switches and seeing the control devices, it does not obstruct the legs;
3.1.2. adjust the mirrors to see as much as possible through them:
3.1.2.1. in the middle of the inner rear-view mirror - the rear window;
3.1.2.2. in the side rearview mirrors - a small part of the side of the car and a perspective view of the road.
3.2. Use of controls and safety devices and equipment: Adjust and use all TP control and safety devices and equipment as necessary to ensure safe driving:
3.2.1. make sure the car doors are closed;
3.2.2. fasten and adjust the seat belt so that:
3.2.2.1. its lower part girdles the body through the hips;
3.2.2.2. the seat belt would not be twisted;
3.2.2.3. the seat belt would wrap the body evenly - there would be no foreign objects between the belt and the body;
3.2.2.4. the upper point of attachment of the safety belt corresponds to the height of the driver's shoulder (if possible);
3.2.3. unlock the steering wheel lock;
3.2.4. start the TP engine in the most appropriate way so that the engine starts and runs while the TP remains stationary;
3.2.5. knows what to do if the engine does not start or stops;
3.2.6. after starting the engine, check the instrument panel readings and warnings:
3.2.6.1. knows what to do if the warning on the dashboard does not go off in time;
3.2.6.2. knows what to do if dashboard readings or warnings indicate a malfunction;
3.2.7. respond to dashboard displays and alerts while driving:
3.2.7.1. knows what to do when a warning is activated on the dashboard or a malfunction is indicated by the display on the dashboard;
3.2.7.2. reacts in less than thirty seconds;
3.2.8. locate and, when necessary, operate the lights, direction indicators, horn, hazard warning lights, wipers, ventilation, windscreen demister, climate control, side-window switches and other controls;
3.2.9. shut down the engine of the TP in an appropriate manner before disembarking from it;
3.2.10. check that, when the TP is left parked:
3.2.10.1. engine off;
3.2.10.2. the windows are closed;
3.2.10.3. key extracted (when present);
3.2.10.4. the parking brake or gear is activated according to the provisions of paragraph 3.5.10 of this description;
3.2.10.5. all doors are locked;
3.2.11. choose and correctly wear the clothing required for a motorcyclist, i.e. an appropriately sized and typed safety helmet, eye, elbow, knee and shoulder protection, gloves and boots.
3.3. Clutch Control: To control the clutch in a manner appropriate to the driving conditions, which ensures smooth gear changes and power transfer to the driven wheels, without unnecessarily stalling the engine:
3.3.1. when engaging, changing or disengaging gears, fully depress the clutch pedal (or lever) and control it correctly;
3.3.2. avoid driving with the clutch only partly engaged or without removing the foot (or hand) from the clutch pedal (or lever). The foot (or hand) must not rest on the clutch pedal (or lever) while the TP engine is running, except when starting and stopping repeatedly in slow-moving traffic;
3.3.3. keep the clutch pedal (or lever) depressed no longer than necessary to engage, change or disengage a gear, start moving, stop or manoeuvre at low speed;
3.3.4. when braking, depress the brake pedal before disengaging the clutch. This is not required when starting and stopping repeatedly in slow-moving traffic or when stopping uphill;
3.3.5. remove the foot (or hand) from the clutch pedal (or lever) after selecting neutral;
3.3.6. to move smoothly from the place so that the TP does not jerk. In the event of movement problems, eliminate them by properly adjusting the clutch control actions;
3.3.7. if necessary, depress the clutch lever twice (categories C1, C, C1E, CE, D1, D, D1E and DE).
3.4. Accelerator control: operate the accelerator pedal or twist grip smoothly:
3.4.1. to control the accelerator pedal or handle smoothly when changing speed. Use the accelerator when the TP is moving while maneuvering or in slow-moving traffic;
3.4.2. use the accelerator to maintain a constant speed;
3.4.3. when going uphill, use the accelerator more than changing gears to maintain a constant speed;
3.4.4. maintain a constant speed, do not increase the speed too much when driving a turn (bend);
3.4.5. increase speed only when exiting a turn (bend), taking into account how the driving trajectory is returned to a straight line;
3.4.6. when driving a TP with an automatic gearbox in a turn (curve) and on a slippery road, control the accelerator pedal gently so that the lower gear engages a little earlier than necessary before a turn (curve) or a section of road surface that is more slippery than the previous one;
3.4.7. control the accelerator after evaluating the changes in driving direction, speed, road surface and profile in such a way that the TP does not jerk and the tires do not lose grip on the road surface;
3.4.8. when finishing the gear shift, adjust the engine speed to the driving speed;
3.4.9. release the accelerator pedal and use the TP's inertia before stopping at a predetermined location (at an intersection with a traffic light, stop sign, etc.) or other situations.
3.5. Gear selection: properly select and use all gears according to the speed of the TP and its technical data and traffic conditions, reducing fuel consumption and emissions:
3.5.1. make sure that the selected gear will allow you to move from the place in the required direction without overloading the engine;
3.5.2. shift gears smoothly so that the TP does not jerk;
3.5.3. engage (switch) the gear in three seconds or less (the time from the start of pressing the clutch lever until it is released);
3.5.4. choose a gear that matches the speed and driving conditions, so that the TP does not start to slide, the engine is not overloaded or does not work at too high a speed, drive smoothly and evenly, as much as possible, in a higher gear:
3.5.4.1. before stopping, do not engage a lower gear unnecessarily;
3.5.4.2. allow the TP to coast in neutral before stopping at a predetermined place (at an intersection displaying a prohibitory traffic-light signal, at a “Stop” sign, etc.);
3.5.4.3. (category B) engage the second gear after starting to drive and driving a distance of no more than one car length, except for cases when driving at a speed of up to 20 km/h in slow-moving traffic or in a parking lot, in the yard of an apartment building, or when it is necessary to move from a place on a slope, or due to limited visibility, the width of the carriageway, the nature of maneuvers;
3.5.4.4. (Category B) to drive at a speed of 30 km/h or more, with engagement of at least third gear;
3.5.4.5. (Category B) drive at a speed of 50 km/h or more, with engagement of at least fourth or fifth gear;
3.5.4.6. (Category B) drive at a speed of 70 km/h or more, in at least fifth or sixth gear (if available);
3.5.5. shifting into gear a little earlier than necessary (like before going down a steep hill);
3.5.6. select the correct gear (if necessary) before:
3.5.6.1. when entering a road section where you need to slow down or stop (intersections, railway crossings, pedestrian crossings, residential areas or areas where there may be pedestrians, cyclists and parked vehicles);
3.5.6.2. when turning at an intersection or entering the territory next to the road;
3.5.6.3. bending over;
3.5.7. shift gears when the car is going straight, i.e. i.e. release the clutch pedal while the TP is driving straight, because the gear shift is not complete until the clutch pedal is fully released;
3.5.8. change gears in a turn, bend or intersection only if the steering wheel is not turned at the same time and if the gear change does not prevent the TP from moving smoothly and evenly;
3.5.9. when driving downhill, select the appropriate gear so that the engine helps with braking (if necessary) and the main brakes are not used too much or for too long;
3.5.10. select a gear that allows you to leave the TP parked safely:
3.5.10.1. TP with a manual gearbox is engaged in first gear if the TP is parked on a flat surface or on a slope, or in reverse gear if the TP is parked on a slope;
3.5.10.2. In TP with automatic transmission, the gear selector is in the parking position.
3.6. Steering in the right way:
3.6.1. during the maneuver, make sure that the TP is moving in the right direction;
3.6.2. maintain an accurate trajectory when driving straight, turning (turning) or exiting it;
3.6.3. do not hold the steering wheel too tightly - so that the force of the hands acting on the steering wheel does not prevent smooth and precise turns of the steering wheel;
3.6.4. hold the steering wheel with both hands if not using other control devices;
3.6.5. turn the steering wheel smoothly so that the TP travels along the selected trajectory;
3.6.6. be able to turn the steering wheel more if needed;
3.6.7. when driving straight, hold the car steering wheel from the outside so that the palms show "twenty past two" or "fifteen past three", if we imagine the steering wheel as a clock face;
3.6.8. if, returning the driving trajectory to a straight line, allows the steering wheel to slip between the fingers, the TP must drive the correct trajectory;
3.6.9. (Category B) when the TP is left parked in a place marked with warning signs:
3.6.9.1. on a slope - turn the front wheels to the curb or roadside;
3.6.9.2. on a slope without a curb - turn the front wheels to the side of the road;
3.6.9.3. on a slope with a curb - turn the front wheels away from the curb.
3.7. Braking:
3.7.1. stop and hold in place with the TP service brake:
3.7.1.1. without overloading any mechanical parts of the TP;
3.7.1.2. so that the TP does not jerk;
3.7.1.3. safely with the engine running;
3.7.1.4. hold the TP in place until the gear is engaged;
3.7.2. use the brakes in a manner appropriate to the traffic situation:
3.7.2.1. to reduce TP speed;
3.7.2.2. use the brakes when the TP is going straight;
3.7.2.3. choose the most suitable part of the road surface for braking;
3.7.2.4. brake the engine when driving downhill;
3.7.2.5. so that the TP does not slip;
3.7.2.6. change the braking force depending on the road terrain;
3.7.2.7. slow down before downshifting;
3.7.2.8. before a turn or a bend, release the brake pressure a little to increase the influence of the steering wheel: before a turn or a curve, brake more forcefully, and before starting to turn the steering wheel, release the brake pressure a little to ensure sufficient tire grip on the road surface;
3.7.2.9. vary the braking force until the TP is completely stopped;
3.7.2.10. stop the TP as close as possible to the indicated place (at a distance of no more than 1 meter - when the stopping place is indicated);
3.7.3. brake TP evenly:
3.7.3.1. brake gently at first, then vary pressure evenly as TP decelerates. Before stopping completely, reduce the pressure slightly to avoid jerking, then it is easy to increase it again;
3.7.3.2. operate the brake pedal with the right foot;
3.7.4. stop safely during the acceleration and precise stopping maneuver at the specified location;
3.7.5. when driving a motorcycle (moped), use the front and rear brakes when slowing down and stopping (when driving very slowly, only the rear brake can be used to increase stability):
3.7.6. use the parking brake only when the TP is stopped:
3.7.6.1. if you leave it parked or if you do not intend to start driving immediately;
3.7.6.2. if you need to move after stopping on a hill. It is not necessary to use the parking brake if you can move smoothly from a place without it;
3.7.6.3. check that the parking brake keeps the TP stopped;
3.7.7. move smoothly from a position on an uphill or downhill slope:
3.7.7.1. so that the TP does not roll in the direction opposite to the intended travel;
3.7.7.2. make sure the parking brake is fully released (disengaged).
3.7.8. Actions described in clauses 3.7.2.3, 3.7.2.6, 3.7.2.9 and 3.7.3.1 of the description shall not be assessed in cases where the examinee brakes suddenly but is in full control of the situation to avoid a hazard beyond his control.
3.8. Choice of position on the roadway:
3.8.1. Take a safe position on the TP roadway:
3.8.1.1. in relation to vehicles driving or standing in front of and nearby;
3.8.1.2. in relation to repeated hazards (such as entrances to areas adjacent to the road) from both sides of the road;
3.8.1.3. in relation to the TP approaching the crossed roads;
3.8.2. if it is safe and does not contradict the Road Traffic Rules, choose such a TP position that ensures the visibility of relevant areas of the road and makes it possible for other road users to see it as well as possible:
3.8.2.1. fall behind bulky TPs to ensure forward visibility of relevant road areas;
3.8.2.2. when approaching an intersection with poor visibility, move to the middle of the carriageway in order to see as far as possible behind the turns;
3.8.3. choose the position of the TP so that it is as far as possible from dangerous objects:
3.8.3.1. move as far to the right as possible when approaching the top of the hill or move to the left when driving past parked TPs;
3.8.3.2. drive in such a way that the distance between the examinee's vehicle and another traffic participant is safe, taking into account the traffic conditions.
3.9. Position selection when maneuvering (all categories except AM, A1, A2 and A):
3.9.1. choose and maintain the correct position when performing the special driving maneuvers described in points 3 - 10 of Appendix 2 of the description:
3.9.1.1. start the maneuver from such a position that the direction of movement is changed as few times as possible;
3.9.1.2. perform special driving maneuvers as accurately as possible;
3.9.1.3. do not lean or drive on the edge of the sidewalk;
3.9.2. perform maneuvers only when other road users understand his intentions;
3.9.3. when maneuvering, do not block the flow of traffic and do not obstruct other road users, except when this cannot be avoided due to the vehicle's dimensions or dynamic characteristics;
3.9.4. start and finish maneuvers smoothly and evenly;
3.9.5. when the examinee performs special driving maneuvers, the skills and abilities not listed in clause 3.9 of the description are evaluated in accordance with other provisions of this description.
3.10. Right-turn position selection: in various right-turn situations, select and maintain the correct position when approaching, turning and exiting a turn.
3.11. Left Turn Position Selection: Select and maintain the correct position for approaching, turning and exiting a turn in a variety of left turn situations.
3.12. Monitoring and reconnaissance of the situation: to scout, monitor and control the traffic environment in all directions, to the extent necessary to ensure safe driving:
3.12.1. check the part of the road not visible through the rear-view mirrors (inside and side), turn your head over the appropriate shoulder before:
3.12.1.1. starting to drive;
3.12.1.2. when changing the direction of travel or turning, when the TP moves to the side by its width or more;
3.12.2. to ensure that the maneuver is carried out safely:
3.12.2.1. review the entire area in which the TP will drive during the maneuver. Then check if it is safe to drive in the chosen direction;
3.12.2.2. while maneuvering look and observe the situation in more than one direction, but look in the right direction at the right time;
3.12.2.3. perform the special driving maneuvers described in point 5 and point 9.2.3 of Appendix 2 of the description only once after getting out to look around;
3.12.3. observe other road users moving in different directions at the same time.
3.13. Use of mirrors: to use the rear-view mirrors as an integral part of the TP control system in assessing any existing or potential danger:
3.13.1. look in the rear view mirrors before:
3.13.1.1. starting to drive;
3.13.1.2. when changing the direction of travel or turning, when the TP moves to the side by its width or more;
3.13.1.3. when entering a road section where you need to slow down or stop (intersections, railway crossings, pedestrian crossings, residential areas and areas where there may be pedestrians, cyclists and parked vehicles);
3.13.1.4. when decelerating, braking (about three seconds before) and starting to brake (about a second later);
3.13.1.5. when turning at an intersection or entering the territory next to the road;
3.13.1.6. when entering a turn or bend in a settlement;
3.13.1.7. bending over;
3.13.2. use the mirrors when necessary, but do not adjust them during special driving maneuvers (TP on the move).
3.14. Use of warning signals: taking into account traffic volume, road taken, distances to side roads, driving speed, etc. show the turn signal of the relevant direction in time to clearly warn other road users and not confuse them, as well as stop showing it in time:
3.14.1. in advance (at least 30 meters before the start of the maneuver, except in cases where there is a small distance between the nearest road to be crossed, the entrance to the area next to the road and the place of the intended turn, etc.) turn on the light signal of the corresponding turn before:
3.14.1.1. when changing the direction of travel or turning, when the TP moves to the side by its width or more;
3.14.1.2. when turning at an intersection or entering the territory next to the road;
3.14.1.3. starting a maneuver;
3.14.2. show turn signal:
3.14.2.1. activate in advance: ensure that it activates at least three times before the maneuver or before starting to drive;
3.14.2.2. until the maneuver is completed;
3.14.3. turn off the turn light signal no later than it turns on three times after the maneuver;
3.14.4. warn by other means or warning signals as prescribed by the Road Traffic Rules.
3.15. Assessment of traffic hazards:
3.15.1. in time (having time to brake, accelerate or smoothly move to another part of the road to avoid a collision), without violating the requirements of the Road Traffic Rules to respond to:
3.15.1.1. TPs traveling in the same direction at different speeds;
3.15.1.2. special cases: special TP, obstacles, road repair work sites, major road surface changes, narrow bridges, animals;
3.15.1.3. pedestrians: those walking between or near abandoned cars, walking on the pedestrian path or standing in the separating lane (on the safety island), riding in a wheelchair intended for a person with a disability, rollerblading, skateboarding, walking on the road or crossing an intersection;
3.15.1.4. slow-moving TP: bicycles, electric micromobility devices, mopeds, tractors or other self-propelled machines;
3.15.1.5 places where you can cross paths with other road users: intersections with poor visibility, pedestrians, cyclists, TPs blocking the view;
3.15.1.6. to focus on what may cause or pose a risk and take preventive actions;
3.15.2. evaluation of this action must take into account the speed of the TP, any avoidable action by the examinee, and the dangerousness of the situation.
3.16. Decision making:
3.16.1. follow the right-of-way rules; assess the traffic situation and, not limited to the application of the provisions of the Road Traffic Rules, drive safely:
3.16.1.1. together with other TPs traveling in the same direction, when there is no need to constantly adjust the distance to other TPs traveling at the same speed;
3.16.1.2. in little changing traffic conditions, when most vehicles are traveling in the same direction and at the same speed, when there is no need to make complex decisions due to the need to suddenly change direction or speed
3.16.1.3. in heavy traffic, react to traffic situations and conditions;
3.16.1.4. on specific roads: highways, motorways;
3.16.2. to select and use a safe space in the traffic flow as accurately as possible:
3.16.2.1. when driving through an intersection;
3.16.2.2. when switching from one traffic lane to another;
3.16.2.3. starting to drive or entering the road;
3.16.2.4. bending over;
3.16.3. do what other road users expect, so as not to force other road users to take avoidable actions;
3.16.4. to plan and make the right decision in time, after properly assessing the speed and distance to any traffic object (TP or pedestrians), so as not to have to take sudden actions:
3.16.4.1. due to the actions of other road users;
3.16.4.2. due to the fact that you may have to change direction or speed suddenly due to changing road surface conditions, sharp turns or steep uphill and downhill slopes;
3.16.5. after making a mistake and finding yourself in a dangerous situation or violating road traffic rules, to correct the mistake before it creates an unsafe traffic situation;
3.16.6. not being able to pass freely, find a way to avoid a traffic hazard safely and without violating the Road Traffic Rules;
3.16.7. interact with other drivers, i.e. i.e. to help merge into the traffic flow, especially when the road is busy, to change lanes in time;
3.16.8. adapt their decisions and actions if signs of traffic danger are recognized in the behavior of other road users.
3.17. Choosing a safe distance: drive the TP so that:
3.17.1. the distance to the vehicles driving in front would be safe - at least a distance that can be covered in two seconds;
3.17.2. after stopping in traffic, the distance to the TP stopped in front would be sufficient to go around it, without using reverse gear to go around;
3.17.3. the distance to the vehicles driving or parked nearby would be safe in relation to the vehicle left standing - maneuver at such a distance that there is no doubt that the parked vehicle or other obstacle will not be in the way, and when the vehicle is parked in the parking space, the distance from the side would allow opening the car door;
3.18. Speed selection:
3.18.1. control the speed of the TP during maneuvers:
3.18.1.1. if necessary, maintain a speed slow enough to compensate for any error made;
3.18.1.2. TP must move smoothly;
3.18.2. choose the right speed before:
3.18.2.1. when switching to a lower gear, so that the TP does not jerk or the engine does not work at the revolutions indicated in the red sector of the tachometer scale;
3.18.2.2. when entering a road section where you need to slow down or stop (intersections, railway crossings, pedestrian crossings, residential areas and areas where there may be pedestrians, cyclists and parked vehicles);
3.18.2.3. when turning at an intersection or entering the territory next to the road;
3.18.2.4. bending over;
3.18.3. when approaching the top of a hill, an intersection, turn or bend with poor visibility, slow down until you see that it is safe to continue;
3.18.4. select the driving speed according to the distance at which the road is visible in front and from the sides:
3.18.4.1. at intersections, turns or bends with poor visibility;
3.18.4.2. at the top of the hill;
3.18.4.3. when driving past a TP left standing;
3.18.4.4. slow down in heavy rain, mist, fog, fog and smoke in order to stop after passing a visible section of the road;
3.18.5. reach and maintain the required speed by performing the special driving maneuvers described in Appendix 2 of the description.
3.18.6. drive at a speed appropriate to the traffic situation and the condition of the road surface, do not exceed the permitted speed. Even in light traffic, driving slower than normal in that situation means not only the inability to choose the right speed, but also many other actions that are performed too slowly (looking around, changing gears, braking, etc.).
3.19. Enforcement of traffic control signals, road signs and road marking requirements: to enforce any traffic control signal, road sign or road marking requirement; stop the TP as required by traffic control signals, road signs or road markings, select the appropriate traffic lanes for the necessary maneuvers according to road signs and road markings.
3.20. Consistency:
3.20.1. the correct sequence of actions that make up the TP control system (trajectory – mirrors – signals – speed – gears – mirrors – evasive actions – acceleration) when approaching any present or potential danger;
3.20.2. (categories BE, C1E, CE, D1E and DE) perform all necessary actions in the correct sequence to safely uncouple the trailer or semi-trailer (hereinafter, the trailer), park the tractor alongside the trailer, then drive to couple it again and prepare the TP combination for driving. When assessing whether the examinee has sufficient skills and abilities to uncouple and couple a trailer, uncoupling and coupling the trailer are assessed as two separate elements, i.e. as if the trailer were being coupled for the first time. When uncoupling or coupling the trailer, the sequence of actions depends on the trailer's structural features.
3.21. Balance and control of the motorcycle (moped): maintaining the balance and control of the motorcycle at various speeds and in various traffic conditions, performing the special driving maneuvers described in Appendix 2 of the description.
3.22. Seat: riding a motorcycle (moped) while sitting in a position that is safe and comfortable.
4. The examinee's skills and abilities are demonstrated by his actions. During the exam, the evaluated wrong or inappropriate actions of the examinee are divided into critical errors (hereinafter - KK), non-critical errors (hereinafter - NK) or specific repetitive errors (hereinafter - SPK). When evaluating each action, all additional factors (circumstances): road, weather and traffic conditions must be taken into account. If in a specific situation the circumstances of the road, weather or traffic do not provide grounds for objectively evaluating the examinee's action as a mistake, it is considered acceptable and the mistake is not evaluated.
The actions of an examinee taking the B Category TP exam combined with a trailer with a maximum permissible mass of more than 750 kg and a combination with a maximum permissible mass of more than 3,500 kg but not exceeding 4,250 kg are evaluated as the actions of an examinee taking the BE Category TP exam.
5.1. shows an inappropriate level of the examinee's skills, abilities or disrespect, carelessness towards other road users;
5.2. may cause or pose a threat to any road user, may interfere with or interfere with the safe operation of the TP (hereinafter - creates a potentially dangerous situation).
6. KK related to the examinee's skills and abilities, but not directly related to the actions described in Chapter II of the description, are called general critical errors (hereinafter - BKK). Four BKK are evaluated:
6.2. collision (running into an obstacle, etc.);
6.4. non-compliance with mandatory instructions.
7. NK - an action that shows an insufficient level of skill of the examinee, but does not by itself pose a threat to any road user or interfere with the safe operation of the TP, i.e. i.e. does not create a potentially dangerous situation. The totality of NK made by the examinee is evaluated. The total exam result includes:
7.1. no more than one NK performed by the examinee in the assessment of each step of the pre-driving inspection;
7.2. no more than six NKs committed by the examinee when assessing each action specified in point 8 of the Description;
7.3. no more than three NKs for evaluating each other step.
8. SPK is six NKs performing the same evaluated action. SPK can be marked by assessing:
8.1. clutch control (engine off and driving with the clutch off);
8.3. position selection during maneuvering - when performing the special driving maneuver described in paragraph 9.1 of Appendix 2 of the description (categories BE, C1E, CE, D1E and DE);
8.4. choice of position on the roadway;
8.5. monitoring the situation (looking over the shoulder);
8.6. the use of warning signals;
8.7. balance and motorcycle (moped) control (while driving a motorcycle (moped).
9. The exam is considered to have started after the examiner familiarizes the examinee with the conditions and procedure of the exam, answers the examinee's questions, the examinee familiarizes himself with the TP control and management equipment selected for him by AB "Regitra", tries to drive it and agrees to start the exam. Each wrong or inappropriate action of the examinee is counted as one error. If the examinee's action corresponds to several definitions of errors defined in the Description, the error whose definition is special in nature and more precisely corresponds to the evaluated action is evaluated. The number of mistakes made by the examinee determines the result of the exam. The examiner presents the mistakes made by the examinee, the assessment of his skills and abilities, and the result of the exam in the driving test report. The exam is evaluated as pass or fail.
10. The exam is assessed as failed if the examinee:
10.1. makes nine or more NK, which are included in the overall exam result;
10.2. makes six NK, which are evaluated as one SPK;
11. The exam is assessed as failed if it is interrupted due to the description of the conditions and procedure for the examination of motor vehicle drivers (hereinafter - the Examination Description), approved by the Minister of Internal Affairs of the Republic of Lithuania in 2008. September 10 by order no. 1V-329 "On approval of the description of conditions and procedures for the examination of motor vehicle drivers", the circumstances provided for in clauses 48.1 and 48.3. In this case and in the cases specified in point 13 of the description, the examinee, if he wishes, is returned back to AB "Regitra" driver examination center by the shortest possible route, and the TP intended for examination by AB "Regitra" is driven by the examiner.
12. The exam is evaluated as passed if there is no reason to evaluate it as failed.
13. The exam is not evaluated as passed or failed if it is interrupted due to unforeseen circumstances in accordance with Clause 48.2 of the Examination Description.
IV. NON-CRITICAL AND SPECIFIC REPEATING ERRORS
14. Pre-ride inspection: NK – unable to find the TP control devices or equipment specified by the examiner; demonstrate your knowledge or ability to manage, adjust or check their condition; prepare to drive safely.
15. Use of control and safety devices and equipment:
15.1. NK - uses any device and/or equipment improperly (for example, fails to unlock the steering wheel lock, leaves the door unlocked, etc.);
15.2. NK - improperly adjusted or fastened seat belt;
15.3. NK – starts the engine with an inappropriate gear selected or without disengaging the clutch;
15.4. NK - unnecessarily shuts down a running engine with a key or button or tries to start the engine when it is already running.
16. Clutch control:
16.1. NK - drives unnecessarily long with the clutch not fully engaged (including maneuvers at low speed);
16.2. NK - keep your foot on or above the clutch pedal when the clutch is not engaged for more than fifteen seconds. This NK is evaluated once during the entire exam;
16.3. NK - does not control the clutch properly when starting to drive (TP jerks);
16.4. NK - does not properly control the clutch when switching gears or does not use it when necessary;
16.5. NK (categories AM, A1, A2, A, B1, B and BE) - improperly controls the clutch when driving at low speed;
16.6. NK - holds down the clutch when the gear is not engaged for more than three seconds, except when it is necessary to start, stop or maneuver at low speed;
16.7. NK - shuts down the engine unnecessarily (due to improper clutch control, improper gear, etc.);
16.8. SPK - Shuts down the engine six times.
17. Accelerator control:
17.1. NK - improperly controls the accelerator pedal or handle;
17.2. NK - increases the engine speed too much when the clutch is off or not fully engaged or the gear is not engaged;
17.3. NK - presses the accelerator pedal and does not use the inertia of the TP before stopping at a predetermined place (at an intersection where the traffic light is on, a stop sign is on, etc.) or in other situations.
18. Gear selection:
18.1. NK – selects a gear that does not meet: the situation, TP speed, technical data and driving conditions, but does not create a potentially dangerous situation;
18.2. NK – drives with neutral gear on a turn (or bend) or downhill;
18.3. NK - engages the gear when turning the steering wheel while driving at an intersection or a turn (bend), and/or gear shifting prevents the TP from moving smoothly and evenly;
18.4. NK (category B) – the first gear travels a distance greater than two car lengths, when the traffic situation and/or driving conditions do not require it according to the conditions specified in subsection 3.5.4.3 of the description;
18.5. NK (category B) - drives steadily at a speed of 30 km/h or more, in lower than third gear, when the traffic situation and/or driving conditions do not require it;
18.6. NK (category B) - drives steadily at a speed of 50 km/h or more, in lower than fourth gear, when the traffic situation and/or driving conditions do not require it;
18.7. NK (category B) - drives steadily at a speed of 70 km/h or more, in lower than fifth gear, when the traffic situation and/or driving conditions do not require it;
18.8. NK (categories C1, C, C1E, CE, D1, D, D1E and DE) - the act of connecting the gear is performed inaccurately - a characteristic noise, vibration occurs or a warning appears on the dashboard;
18.9. NK (categories C1, C, C1E, CE, D1, D, D1E and DE) - does not switch gears a second time;
18.10. NK (categories AM, A1, A2 and A) - fails to shift gear smoothly when performing acceleration and precise stopping maneuver in the specified place;
18.11. NK (all categories except AM, A1, A2, A and B1 when driven as a motorcycle) – uses the gears improperly and therefore fails to reduce fuel consumption and pollutant emissions;
18.12. SPK - six repetitive gear selection NK.
19. Steering wheel control:
19.1. NK - does not maintain the selected trajectory: deviates from the trajectory, turns the steering wheel unevenly;
19.2. NK – is inattentive to the improper position of the steering wheels, leaving the TP standing or starting to drive;
19.3. NK - at least one wheel enters the curb or rests on the curb or the edge of the sidewalk, but does not drive on it. This NK is not evaluated if the TP wheel safely and smoothly enters the curb or touches the curb or the edge of the sidewalk during a special driving maneuver;
19.4. NK (all categories except AM, A1, A2, A and B1 (driven as a motorcycle) - turning the steering wheel in the wrong way:
19.4.1. puts his hands on the steering wheel from the inside;
19.4.2. controls the steering wheel with only one hand when the other hand is free (except when driving in reverse);
19.4.3. turns the steering wheel with the palm of one hand;
19.4.4. turns the steering wheel too much when the TP is stationary. This NK is assessed when the examinee TP turns the steering wheel from one extreme position to the other without moving or if, while turning the steering wheel, he also brakes with great force (characteristic noise due to overloads in the suspension and brake mechanisms appears);
19.4.5. holds the steering wheel with crossed arms or in any other way that restricts the movements of the steering wheel.
20. Braking:
20.1. NK - controls the brake pedal or handle in an inappropriate way: the position or movements of the leg (or hand) do not allow to ensure smooth and reliable control of the brakes;
20.2. NK – does not keep TP in place when necessary, but corrects itself without creating a potentially dangerous situation;
20.3. NK - (all categories, except AM, A1, A2, A) blocks the wheels (also during the acceleration and precise stopping maneuver at the specified place), but quickly corrects itself (the locked wheel slides no more than 1 m);
20.4. NK (all categories, except AM, A1, A2, A and B1 (driven like a motorcycle) - when driving, keep your foot on the brake pedal when the traffic situation does not require it;
20.5. NK (all categories except AM, A1, A2, A and B1 (driven as a motorcycle) – driving without or partially disengaging the parking brake;
20.6. NK (all categories except AM, A1, A2, A and B1 (driven as a motorcycle) - brake with the left foot;
20.7. NK (categories AM, A1, A2 and A) - does not use the rear wheel brake when slowing down or stopping;
20.8. NK (categories AM, A1, A2 and A) - blocks the rear wheel (also during the acceleration and precise stopping maneuver at the specified place), but quickly corrects itself (the locked wheel slides no more than 1 m);
20.9. NK (AM, A1, A2, A and B1 (driven as a motorcycle) categories) - uses the brakes incorrectly (not according to the criteria set out in paragraph 3.7 of the description) when driving around a turn, bypassing the guide cones.
20.10. NK (categories AM, A1, A2 and A) - brakes only with the rear wheel brake (except: when it is acceptable due to the road surface; when braking is short-term and the speed is reduced slightly; when maneuvering at low speed);
21. Choice of position on the roadway:
21.1. NK – does not follow the traffic lane limits unnecessarily;
21.2. NK – occupies a position on the roadway that does not correspond to the traffic situation, i.e. i.e. does not take into account the traffic situation in front and does not correct the selected trajectory, does not change lanes or unnecessarily changes lanes from one traffic lane to another, etc.;
21.3. NK – fails to keep further to the right where possible on a road with one lane in each direction. This NK is assessed once on each section of road from one intersection to the intersection at which the turn is made;
21.4. NK - drives unnecessarily further than the first lane from the right edge of the carriageway. This NK is not evaluated if when driving in the right lane you need to change lanes frequently due to TPs parked in it, or if you need to drive straight, and from the right lane at the intersection you can only turn right, or the traffic in the other lane is intense. This NK is evaluated once in each section of the road section from the intersection to the intersection where the turn is made;
21.5. NK – stops the TP in the wrong place (at an unreasonably long distance from: the "Stop" line; roadway intersections; TP stopped in front; after stopping - at a distance of more than 40 cm from the carriageway, road (or other) edge or marking line, etc.);
21.6. NK (category AM, A1, A2, A) - drives on horizontal road markings, on a dirty part of the road (oil stains, sand, etc.) when it can be avoided;
21.7. NK - chooses an irrational trajectory while performing a maneuver, but does not cause a potentially dangerous situation (for example, when performing a turn, does not avoid using reverse when it can be avoided by choosing the right trajectory, etc.);
21.8. NK - (AM, A1, A2, A category) - chooses a position in the width of the carriageway that is not optimal in order to reduce the dangers associated with vehicles driving or standing in front of, behind and next to, repeated hazards and vehicles approaching crossing roads;
21.9. SPK - six repetitive position selections on the carriageway NK.
22. Position selection during maneuvering. It is assessed when the examinee performs the special maneuvers specified in Appendix 2 of the description:
22.1. NK (category B1 and B) – after completing the maneuver of placing the TP in the parking space parallel to the edge of the carriageway:
22.1.1. TP does not stand parallel to the edge of the carriageway (sidewalk);
22.1.2. at least one TP wheel located closer to the edge of the carriageway (sidewalk) is further than 40 cm from the edge of the carriageway (sidewalk);
22.1.3. The TP is closer than 1 m or more than 2 m away from the TP in front.
22.2. NK (category B1 and B) – after completing the maneuver of placing the vehicle in a parking space diagonally or perpendicularly to the edge of the carriageway, the vehicle stands:
22.2.1. not parallel to the lines marking the parking place, and in their absence - not parallel to the TP standing next to it (when it is built diagonally to the edge of the roadway) or not perpendicular to the edge of the roadway (when it is built in this way);
22.2.2. closer than 50 cm or further than 1 m away from the adjacent TP;
22.2.3. further than 40 cm from the line or curb marking the end of the parking space.
22.3. NK (category B1 and B) – while performing the maneuver of parking the vehicle parallel to the edge of the carriageway, he drove in reverse more than 3 m away from the vehicle standing in front (the distance between the front of the vehicle being driven by the examinee and the vehicle standing in front);
22.4. NK (all categories except AM, A1, A2 and A) - engaged the reverse gear more than twice during the special driving maneuvers described in Annex 2 of the description. This NK is evaluated once during each special driving maneuver (including when the same maneuver is performed in several places).
22.5. NK (categories BE, C1E, CE, D1E and DE) - stopped after traveling a distance of less than five TP compound lengths, performing the special driving maneuver described in paragraph 9.1 of Appendix 2 of the description;
22.6. NK (categories B1 and B) - while driving in reverse with a right turn, he drives outside the traffic lane, and when the traffic lanes are not marked - he drove more than 1 m from the right edge of the carriageway (sidewalk);
22.7. SPK (categories BE, C1E, CE, D1E and DE) - stopped six or more times after traveling a distance corresponding to less than five TP compound lengths, performing the special driving maneuver described in paragraph 9.1 of Appendix 2 of the description;
22.8. NK (categories D1, D, and T) – after completing the maneuver of placing the TP on its side next to the platform, at least one passenger boarding or disembarking door is further than 30 cm from the edge of the platform.
23. Position selection when turning right:
23.1. NK - Before the turn, the TP is more than 1 m from the right edge of the lane. This NK is evaluated when there are no reasons not to keep to the right edge (due to the dynamic characteristics of the TP, dimensions, visibility, obstacles, road configuration or surface characteristics, etc.);
23.2. NK - when starting, turning and/or completing a turn, the TP is more than 1 m from the right edge of the traffic lane. This NK is evaluated when there are no reasons not to keep to the right edge (due to the dynamic characteristics of the TP, dimensions, visibility, obstacles, road configuration or surface characteristics, etc.);
23.3. NK (categories C1, C, C1E, CE, D1, D, D1E and DE) - when completing a right turn, any part of the TP unnecessarily enters the lane of the opposite direction.
24. Position selection when turning left:
24.1. NK – before the turn (turn), the TP is not in the traffic lane, not parallel to the marking, further than necessary from the (marked or unmarked) lines or separating lanes separating traffic flows in opposite directions;
24.2. NK - turns while being further than 1 m away from the left edge of the traffic lane. This NK is evaluated when there are no reasons not to keep to the left edge (due to the dynamic properties of the TP, dimensions, visibility, obstacles, road configuration or surface characteristics, etc.);
24.3. NK - turns the front wheels to the left while waiting for a turn, except in situations where this is necessary due to the small radius of the upcoming turn and the need to perform a quick maneuver - taking into account the intense flow of oncoming traffic;
24.4. NK - turns wide, drives too far to the right of the center of the road intersection, where traffic conditions do not require it;
24.5. NK (all categories, except AM, A1, A2 and A) - when entering or exiting the intersection of carriageways, it slightly moves into the oncoming traffic lane, but does not create a potentially dangerous situation.
25. Monitoring and reconnaissance of the situation:
25.1. NK - does not look and observe the entire road in front, from the side and behind the TP;
25.2. NK - does not check the part of the road that cannot be seen through the rear view mirrors when the traffic situation requires it, while turning the head over the corresponding shoulder. This NK cannot always be evaluated if the examinee is driving a TP, the design of which does not enable checking the invisible part of the road by looking over the shoulder;
25.3. NK - doesn't look back before going into reverse. This NK is also assessed when the examinee drives a B1 or B category TP and looks back only through the rear-view mirrors when starting to reverse. This NK is not assessed if the reversing is repeated, following immediately after a short stop (or driving forward) when the previous reversing was looked back and the traffic situation has not changed;
25.4. NK - distracts attention from the direction of travel for longer than is necessary for control, safety and control devices, but does not create a potentially dangerous situation;
25.5. SPK – six or more situations in which the part of the road not visible in the rear-view mirrors must be checked, but the examinee does not look over the shoulder.
26. Use of mirrors:
26.1. NK - does not look in the rearview mirror before: braking when driving at a speed of more than 50 km/h; entering a bend, changing lanes, leaving the road or entering the road, approaching any obstacle;
26.2. NK (categories BE, C1, C, C1E, CE, D1, D, D1E and DE) - does not use the external rear-view mirrors during the reversing maneuver, i.e. i.e. looks only through the side and front windows.
27. Use of warning signals:
27.1. NK - does not display a turn signal to warn of its intentions when necessary, depending on the traffic situation. This NK is not evaluated when, due to certain circumstances (small distance between the nearest road to be crossed or the entrance to the territory next to the road and the place of the intended turn, etc.), it is not appropriate to do so;
27.2. NK – does not show a right turn signal before exiting the roundabout;
27.3. NK - indicates wrong direction turn signal. This NK is scored if the examinee turns in the opposite direction to the signal;
27.4. NK – does not turn off the turn light signal longer than it turns on three times after the maneuver;
27.5. NK - turns off the turn signal too early, i.e. i.e. before the turn or change of line is started or finished, and no longer activates it;
27.6. NK – shows a turn signal unnecessarily and can confuse other road users;
27.7. SPK - six repetitive NKs for the use of warning signals.
28. Assessment of traffic hazards:
NK - reacts inappropriately or not quickly enough to a traffic hazard.
29. Decision making:
29.1. NK - does not properly assess the speed and distance to pedestrians or other vehicles when starting to drive, driving through an intersection or a pedestrian crossing, switching from one traffic lane to another, going around an obstacle or a slower moving vehicle, overtaking, entering the road, before starting or performing a special driving maneuver described in Appendix 2 of the description;
29.2. NK – stops properly, but when there is a safe gap in the traffic flow, he does not decide to drive;
29.3. NK – unnecessarily stops (delays) when there are no TP or pedestrians to interfere with, and the road is clear;
29.4. NK - unnecessarily gives way to another road user, i.e. i.e. does not properly apply the right-of-way rules.
30. Choosing a safe distance:
30.1. NK – keeps a distance of less than half of the speedometer reading, converted into meters, or a distance covered in two seconds, but greater than one second, to the TP driving in front;
30.2. NK - in adverse traffic conditions, the distance covered in less than four seconds, but greater than two seconds, to the TP driving in front. The examiner must assess the additional (longer) distances to be followed by TP drivers of categories C1, C, C1E, CE, D1, D, D1E, DE and T;
30.3. NK – keeps too small a lateral distance to an object that may pose a danger, but does not create a potentially dangerous situation;
30.4. NK – stops the TP leaving insufficient space from the TP stopped ahead to enable the examinee, if necessary, to drive around it without reversing.
31. Speed selection:
31.1. NK - Accelerates too quickly or too slowly, not properly taking into account the traffic conditions. If the examinee exceeds the speed while accelerating, it is evaluated as driving over the permitted speed with the corresponding errors defined in the Description;
31.2. NK - drives too fast, but does not exceed the permitted speed (chooses a driving speed that does not ensure the possibility of smooth TP control in a specific situation). This NK is assessed when the examinee is driving at a higher than appropriate speed;
31.3. NK – drives too slowly when traffic conditions do not require it: 10-15 km/h below the permitted speed on road sections where the speed limit is no more than 50 km/h, and 15-20 km/h below the permitted speed on road sections where the speed limit is more than 50 km/h, or at a speed that makes the examinee’s TP stand out from and unjustifiably impede the traffic flow. This NK is also assessed when the examinee fails to reach the required speed, i.e. rides a motorcycle (moped) 10-15 km/h below the prescribed speed while performing the special driving manoeuvres described in Appendix 2 to the Description;
31.4. NK - drives exceeding the permitted speed by no more than 10 km/h. An error shall not be scored if the exceedance lasted no more than three seconds.
32. Execution of traffic regulation signals, road signs and road marking requirements:
32.1. NK – stops the TP so that its dimensions extend beyond the horizontal marking "Stop" line, road sign "Stop" or "Stop" line;
32.2. NK - with a car (or quadricycle or a combination with a trailer) on the wheels of one side crosses a continuous horizontal marking line separating the traffic lanes of the same direction;
32.3. NK - intending to turn left at the intersection, does not enter the intersection to wait for a safe space in the traffic flow, when the traffic conditions are favorable to do so;
32.4. NK - insufficient understanding of traffic control signals, i.e. i.e. delays too long, although he can drive without disturbing other road users;
32.5. NK - intending to turn left at the intersection, enters the intersection after the TP driving in front, choosing a trajectory and position that does not ensure the best opportunity to observe other road users and exit the intersection. This NK is evaluated when the traffic light (regulator) signal allows the examinee to drive.
32.6. NK (categories AM, A1, A2 and A) - when performing the special driving maneuver described in paragraph 2.6 of Appendix 2 of the description, does not stop the motorcycle (moped) in the specified place or as close as possible to it. Stopping as close as possible means no more than 1 m before the stop line or cone-marked stopping point.
33. Consistency:
33.1. NK – chooses an inappropriate sequence of the TP management system (according to the criteria set out in subsection 3.20.1 of the description);
33.2. NK (categories BE, C1E, CE, D1E and DE) - improperly opens the mouth of the hook or pin lock of the coupling device when preparing to unhitch or hitch the trailer;
33.3. NK (categories BE, C1E, CE, D1E and DE) - unsafely retracts the trailer supports, but does not create a potentially dangerous situation;
33.4. NK (categories BE, C1E, CE, D1E and DE) - does not check that all trailer lights are working when trailer is hitched.
34. Balance and motorcycle (moped) control (categories AM, A1, A2 and A):
34.1. NK – does not maintain balance or does not control the motorcycle (moped) and/or rests his foot on the ground while driving;
34.2. NK - does not maintain the speed of a slowly walking pedestrian while performing special driving maneuvers at low speed;
34.3. NK – does not lean the motorcycle (moped) so as to drive safely in a turn, perform special driving maneuvers described in Appendix 2 of the description;
34.4. SPK - losing balance or control of the motorcycle more than five times.
35. Seat (AM, A1, A2, A and B1 (driven as a motorcycle) categories):
35.1. NK – rides with the toes leaning on the footrests;
35.2. NK – drives on roads without touching the fuel tank (when the TP design is appropriate);
35.3. NK - drives with the head in the wrong position;
35.4. NK – drives while sitting (retracts) too far from the fuel tank (when the TP design is appropriate);
35.5. NK – shifts from side to side across the seat (saddle) while riding;
35.6. NK - driving with either hand removed from the steering wheel without a valid reason, but without loss of balance and control.
36. Use of control and safety devices and equipment:
36.1. KK - Not wearing a seat belt when required. This KK is evaluated after thirty seconds are given to the examinee to react to the corresponding indicator and sound warning (if not - the examiner warns: "check whether you are using the safety equipment (tools)"); is not evaluated on a special site when performing maneuvers described in Appendix 2 of the description;
36.2. KK – uses a mobile communication device in an unauthorized manner;
36.3. KK - uses any safety device and/or equipment improperly or fails to use it when necessary and creates a potentially dangerous situation;
36.4. KK (categories AM, A1, A2 and A) - rides with the supporting side leg lowered;
36.5. KK (AM, A1, A2, A and B1 (driven as a motorcycle) categories) - improper use of the clothing required for a rider (safety helmet, eye, elbow, knee and shoulder protection, gloves, boots). This KK does not count for the use of eye protection (motorcyclist goggles, helmet glass or integrated sunglasses) if: it is lowered so that it covers the eyes; the examinee drives at a speed of up to 30 km/h; as well as - when performing the special driving maneuvers specified in paragraphs 2.1 - 2.4 of Appendix 2. Before assessing this KK for the first time (during the entire exam), the examiner warns: "check whether you are using the safety equipment (tools)" and gives at least thirty seconds for the examinee to react;
37. Clutch control:
37.1. KK (categories AM, A1, A2 and A) - lifts the front wheel due to poor clutch control or too fast acceleration;
37.2. KK - shuts down the engine and creates a dangerous situation.
38. Gear selection:
38.1. KK (all categories except AM, A1, A2 and A) - engages the reverse gear when driving forward, or the forward gear when driving in reverse, or the gear selector position for parking in TP with automatic transmission when the TP is moving;
38.2. KK - selects a gear that does not match the driving speed and creates a potentially dangerous situation.
39. Steering (all categories except AM, A1, A2, A and B1 (driven as a motorcycle):
39.1. KK - does not control (keep) the steering wheel;
39.2. KK - removes both hands from the steering wheel for more than one second when the TP is moving at a speed higher than 20 km/h or for more than two seconds when the TP is moving at a speed not higher than 20 km/h.
40. Braking:
40.1. KK - brakes suddenly and creates a potentially dangerous situation;
40.2. KK - does not hold the TP in place after stopping it on an uphill or downhill slope, i.e. i.e. allows the TP to roll and does not correct itself creating a potentially dangerous situation;
40.3. KK (all categories except AM, A1, A2, and A) - applies heavy brake pressure, thus locking the TP wheels and causing them to slide, and does not immediately recover;
40.4. KK (all categories except AM, A1, A2, A and B1 (driven as a motorcycle) - applies the parking brake while driving and does not control the TP;
40.5. KK (categories A1, A2 and A) - blocks the front wheel or raises the rear wheel (also during the acceleration and precise stop maneuver at the specified place);
40.6. KK (categories AM, A1, A2 and A) - blocks the rear wheel (also during the acceleration and precise stop maneuver at the specified place) and does not recover quickly (locked wheel slides for 1 m or more);
40.7. KK (categories AM, A1, A2 and A) - Continuously depresses the brake pedal or lever when the TP is moving. When evaluating this KK, the examiner must be sure that the error is not due to a failure of the brake signal switch. This KK is not evaluated when the examinee slowly performs the special maneuvers of driving in a narrow lane, figure eight or snake;
40.8. KK (all categories except AM, A1, A2, A and B1 (driven as a motorcycle) - before getting out of the driver's seat or confirming that the TP is ready to be parked, does not apply the parking brake (or the appropriate position of the automatic gearbox selector) when the gear that allows the TP to be parked safely is not engaged.
41. Choice of position on the roadway:
41.1. KK – chooses the wrong trajectory or changes lanes at the intersection of roadways, creating a dangerous situation;
41.2. KK - starts overtaking in a place where overtaking is prohibited or when the driver of the TP driving in front shows the left turn signal. Other actions of improper bending are assessed by other corresponding errors defined in the Description;
41.3. KK - stops where stopping is prohibited;
41.4. KK (all categories, except AM, A1, A2, A) - drives in such a way that a third of the TP or more is unnecessarily in the oncoming traffic lane;
41.5. KK (categories C1, C, C1E and CE) - drives further from the edge of the carriageway than in the second traffic lane, except when it is necessary to turn left, turn around, go around an obstacle, stop (stand) on a one-way traffic road;
41.6. KK (categories AM, A1, A2 and A) - drives too close (in such a way that there is a risk of collision) to the line separating traffic flows in opposite directions (marked or unmarked carriageway), lane line or the right or left edge of the carriageway or curb, creating a potentially dangerous situation. This KK is also assessed when any part of the driver's body is in the oncoming traffic lane.
42. Position selection during maneuvering:
42.1. KK (category B1 and B) – after completing the maneuver of placing the TP in the parking space parallel to the edge of the carriageway, at least one wheel of the TP closest to the edge of the carriageway (sidewalk) is further than 80 cm from the edge of the carriageway (sidewalk);
42.2. KK (category B1 and B) – after completing the maneuver of parking the vehicle diagonally or perpendicularly to the edge of the carriageway, the vehicle driven by the examinee stands closer than 0.3 m or farther than 1.5 m from the vehicle parked next to it;
42.3. KK (category B1 and B) – while performing the maneuver of placing the vehicle in a parking space parallel to the edge of the carriageway, drove more than 5 m away from the vehicle parked in front (the distance between the front of the vehicle driven by the examinee and the vehicle parked in front);
42.4. KK (categories BE, C1, C, C1E, CE, D1, D, D1E and DE) – while performing the special driving maneuvers specified in point 5 and point 9.2.3.3 of Appendix 2 of the description, failed to perform the special driving maneuver after turning on the reverse gear three times;
42.5. KK (categories BE, C1, C, C1E, CE, D1, D, D1E and DE) – after completing the special driving maneuver of parking at the ramp (or otherwise marked maneuver limit), the TP stands more than 1 m in front of the ramp simulator (maneuver end limit);
42.6. KK (categories D1, D, and T) – after completing the maneuver of placing the TP on its side next to the platform, at least one passenger boarding or disembarking door is further than 50 cm from the edge of the platform (sidewalk).
43. Position selection when turning to the right:
43.1. KK - turns from a lane not designated for this purpose. If the examinee intends to turn right from the deceleration lane and does not switch to it in advance, it is considered as a choice of position on the carriageway KK;
43.2. KK – takes an inappropriate position and creates a potentially dangerous situation;
43.3. KK (all categories except AM, A1, A2 and A) - Turns so that a third of the TP or more protrudes unnecessarily into the oncoming lane.
44. Position selection when turning left:
44.1. KK - turns (turns) from a traffic lane not designated for this purpose. If the examinee intends to turn left from the deceleration lane and does not switch to it in advance, it is considered as choosing a position on the carriageway KK;
44.2. KK – takes an inappropriate position and creates a potentially dangerous situation;
44.3. KK (all categories except AM, A1, A2 and A) - turns so that a third of the TP or more when entering a turn (intersection of carriageways) or exiting a turn (intersection of carriageways) unnecessarily protrudes into the oncoming traffic lane;
44.4. KK (categories AM, A1, A2 and A) - when turning left, any part of the motorcycle (moped) or body protrudes into the oncoming traffic lane and creates a potentially dangerous situation.
45. Monitoring and reconnaissance of the situation:
45.1. KK – does not look around and observe the traffic situation before driving and/or, depending on visibility and other conditions, when driving through a railway crossing, intersection (or other place where you may have to give way to vehicles approaching from the right) or entering (exiting) the road from the areas adjacent to it;
45.2. KK - does not look and observe the traffic situation (neither through the mirrors nor over the shoulder) before changing lanes or otherwise changing the direction of travel when the TP moves to the side by its width or more. This KK is not evaluated when switching to the starting lane if, approaching its beginning, it can be seen that there are no obstacles and the trajectory ensures that another TP cannot occupy this lane first;
45.3. KK – diverts the gaze from the direction of travel and creates a dangerous or potentially dangerous situation, including checking the part of the road not visible through the rear view mirrors;
45.4. KK - does not look around and observe the surroundings (neither through the mirrors nor over the shoulder) near and behind the TP while reversing.
46. Use of warning signals:
KK - does not show or does not show the turn signal properly and a dangerous situation is created due to misleading the other road user.
47. Decision making:
47.1. KK - enters and stops a TP at a pedestrian crossing behind which there is an obstacle (congestion or similar), or at an intersection of carriageways where or behind which there is an obstacle and obstructs the traffic of other TPs, or at a railway crossing;
47.2. KK - when the yellow or red traffic light is on, does not leave the intersection, when he entered it with the intention of turning left. This KK is assessed when the examinee does not assess the change in the traffic situation - does not use a safe space in the traffic flow to leave the intersection of carriageways or does it improperly (too slowly, unsafe trajectory, etc.);
47.3. KK - does not give way (does not pass) to TP or other road users, drives through a pedestrian crossing or past a school bus without making sure that there are no pedestrians to pass. This KK is not evaluated if the examinee is driving, because he cannot give way due to the actions of other road users.
48. Choosing a safe distance:
48.1. KK - keeps within one second (two seconds, if the road surface is wet, icy, paved with stones, etc.) or less to the TP driving in front;
48.2. KK - keeps an unsafe lateral distance to standing vehicles, vehicles traveling opposite or in the same direction, pedestrians walking on the roadway, obstacles on the edge of the carriageway and creates a potentially dangerous situation (for example, when driving at a speed of more than 25 km/h, keeps a lateral distance of less than 0.5 m to a stationary vehicle);
48.3. KK - when driving at a speed not exceeding 50 km/h, keep a lateral distance of less than 1 m or, when driving at a speed of more than 50 km/h, keep a lateral distance of less than 1.5 m to a cyclist, driver of an electric micro-mobility vehicle.
49. Speed selection:
49.1. KK - drives more than 10 km/h exceeding the speed limit. This KK is assessed when the speeding lasted three or more seconds;
49.2. KK - drives at a speed of more than 15 km/h less than the permitted speed in areas where the speed limit is not more than 50 km/h and at a speed of more than 20 km/h less than the permitted speed in sections of the road where a speed of more than 50 km/h is permitted when the traffic situation does not require it. This KK is also assessed when the examinee does not reach the required speed, i.e. i.e. drives more than 15 km/h at a speed lower than the set speed, while performing the special driving maneuvers described in Appendix 2 of the description on a motorcycle (moped). This KK is not assessed if the examinee accelerates safely with the flow of traffic or if the too-slow driving lasts less than three seconds;
49.3. KK - increases speed when overtaking and creates a potentially dangerous situation;
49.4. KK - drives too fast, but does not exceed the permitted speed, and creates a potentially dangerous situation, also when driving in reverse;
50. Execution of traffic regulation signals, road signs and road marking requirements:
50.1. KK - does not comply with traffic regulation signal, road sign or road marking requirements. This KK is also evaluated if the TP driven by the examinee goes beyond the line marking the limits of the area designated for the special driving maneuver or, after completing the special driving maneuvers described in paragraphs 3.3 and 3.4 of Appendix 2 of the description, stands on (behind) the lines marking the parking place, if the parking place is marked. This KK is not evaluated when: the wheels of one side of the car (or four-wheeler or combination with a trailer) cross a continuous horizontal marking line separating the traffic lanes of the same direction; it is impossible to comply with the requirements of horizontal marking due to the dimensions and/or dynamic characteristics of the TP being driven; when executing a request to stop, the speed value displayed by the speedometer is 0 km/h; when the examinee is driving a bus or trolleybus, in order to perform the maneuver specified by the examiner, it is impossible to comply with the requirements of road signs and horizontal markings denoting traffic lanes intended for route transport;
50.2. KK - stops the TP beyond the "Stop" line or the edge of the roadway intersection at such a distance that it creates a potentially dangerous situation. This KK is also evaluated if the examinee passes the line (guidelines) marking the stopping place while performing the maneuver of acceleration and precise stopping at the specified place.
51. Consistency (categories BE, C1E, CE, D1E and DE):
51.1. KK - unable to unhook or hitch a trailer;
51.2. KK - misses part of the actions, thus creating a potentially dangerous situation:
51.2.1. does not use the parking brake;
51.2.2. does not perform a coupling check when attempting to drive forward (discounted when the coupling device is a ball type);
51.2.3. does not raise or lower the supports or lock the lifting handle (locking the handle is not evaluated after unhooking);
51.2.4. fails to ensure that the mouth of the hook or spike lock of the coupling device is closed or opened when required;
51.2.5. does not use caster resistance when needed;
51.2.6. does not disconnect or close or connect hoses or cables;
51.2.7. (categories C1E, CE, D1E and DE) does not check that the air pressure in the system has reached the correct level before driving.
52. Balance and control of a motorcycle (moped) (categories AM, A1, A2 and A):
52.1. KK – falls from a motorcycle (moped) or lays it down;
52.2. KK - does not maintain balance or does not control the motorcycle (moped) and creates a potentially dangerous situation;
52.3. KK – unable to properly park the motorcycle (moped) on the parking legs or side support;
52.4. KK - unable to perform a special driving maneuver without stopping;
52.5. KK - drives outside the traffic lane marked with cones or does not follow the trajectory of bypassing the cones while performing special driving maneuvers described in Appendix 2 of the description.
53. Seat (AM, A1, A2, A and B1 (driven as a motorcycle) categories):
53.1. KK - removes both hands from the steering wheel when the motorcycle (moped) is moving;
53.2. KK - Places feet on stirrups in a manner other than intended for use of feet on controls.
54. BKK – verbal or physical intervention of the examiner to:
54.1. a traffic accident would be avoided;
54.2. a dangerous situation due to inadequate TP management, which could pose a threat to traffic safety, would be avoided;
54.3. help the examinee in any part of the exam due to his inability to make decisions and/or perform actions appropriate to the situation, i.e. i.e. perform actions for him when it is necessary to ensure safe traffic or because of inadequate time required to complete the examination.
55. BKK - collision: this is a situation when, due to the fault of the examinee, the TP driven by him collides with (runs into) another object or (categories AM, A1, A2, A) obstructs the object with his body. When performing special driving maneuvers on a motorcycle (moped), obstructing a marker or a cone, BKK is assessed only when it is pushed or overturned. This BKK is also assessed after driving one or more wheels on the edge of the pavement (curb).
56. BKK - dangerous situation: the examinee's actions created a dangerous situation, which forced other road users (including pedestrians) to take action to avoid a collision or other danger.
57. BKK - failure to comply with mandatory instructions: the examinee does not comply with the requirements of TP inspection officers and authorized officers of institutions responsible for road supervision, road traffic regulators.
58. The inspection and driving license issuing services department of the Service Management and Development Department of AB "Regitra" performs the control of the provisions of the description.
1. Special driving maneuvers (hereinafter referred to as maneuvers) are performed on a special site (hereinafter referred to as site) and/or on a road. Parking maneuvers on the road must be performed where stopping and standing are permitted. The place and sequence of special driving maneuvers is chosen by the examiner.
2. During the examination in an AM, A1, A2 or A category vehicle (hereinafter - TP), it must be checked whether the examinee is able to:
2.1. operate a motorcycle (moped) with the engine off. To perform this maneuver, cones mark the beginning and end of a lane (length - 22 m, width - 3 m) and a parking place perpendicular to this lane (length - 3 m, width - 2 m), located 10 m from the cone marking the beginning of the lane, on the right side. When performing this maneuver, the examinee must:
2.1.1. push the motorcycle (moped) forward, walking on the left side of the motorcycle, holding the steering wheel with both hands; to stop the motorcycle (moped) using the brakes;
2.1.2. push the motorcycle (moped) backwards into the parking space while holding the steering wheel with at least one hand;
2.1.3. place the motorcycle (moped) on the parking legs or support it with a side support, then remove it from them;
2.1.4. push the motorcycle (moped) out of the parking place and, after turning to the right, push it forward another 10 m;
2.2. drive straight along a narrow lane at a constant speed next to the examiner walking slowly (about 1 m/s). For this maneuver, cones mark the beginning and end of the lane (length - 20 m, width - 1.5 m). The examinee starts slightly before, rather than at, the cones marking the beginning of the lane, so as to reach the appropriate speed at the beginning of the lane;
2.3. ride in a figure eight. For this maneuver, cones are used to mark the corners of the rectangle (6 x 12 m) in which the examinee is riding in a figure-of-eight and the centers of the circles of the figure-of-eight, with a distance of 4 m between them. Examinee:
2.3.1. starts the maneuver from the short side of the rectangle;
2.3.2. runs along the rectangle and turns left;
2.3.3. must drive in a figure eight at equal speed in curved sections of the trajectory while tilting the motorcycle (moped) towards the center of the turn;
2.3.4. must look in the right direction so that the turning radius is as small as possible and the motorcycle (moped) does not go outside the rectangle marked with cones. A slight exit outside the rectangle is allowed, if the examinee is able to drive smoothly and basically correctly;
2.4. ride a slalom without stopping, slowly and quickly (at a speed of at least 30 km/h), between six cones arranged in a straight line. The distance between adjacent cones is 3 m when riding slowly and 8 m when riding quickly. At the start of the manoeuvre, the motorcycle (moped) must be on the line formed by the cones before the first cone. The examinee:
2.4.1. when driving the snake slowly, you can perform the maneuver by moving 3-5 m before the first cone, and when driving fast - a little further, to reach a speed of at least 30 km/h at the beginning of the snake;
2.4.2. must snake between cones, properly control the accelerator, rear wheel brake and clutch;
2.4.3. after the last cone, return to the starting line and drive straight for a few meters;
2.5. go around the obstacle at a speed of at least 50 km/h (30 km/h on a moped). For this maneuver, cones mark the beginning and end of the lane (length - 33 m, width - 1 m). The examinee does not start driving from the cones that mark the beginning of the lane, but a little further to reach the appropriate speed at the beginning of the lane. When performing this maneuver, the examinee must:
2.5.1. enter between the cones marking the beginning of the lane at a speed of at least 50 km/h (on a moped – 30 km/h);
2.5.2. without using the brakes to go around a cone located fifteen meters forward of the cone marking the beginning of the lane and two meters to the left of the left edge of the lane;
2.5.3. after driving no more than eighteen meters, return to the starting line in the marked lane;
2.6. accelerate at a speed of 30-40 km/h and stop exactly at the specified place. For this maneuver, cones mark the beginning and end of the lane (length - 17 m, width - 1.5 m). The examinee does not start driving from the cones that mark the beginning of the lane, but a little further to reach the appropriate speed at the beginning of the lane. When performing this maneuver, the examinee must:
2.6.1. enter between the cones marking the beginning of the lane at a speed of at least 30 km/h;
2.6.2. start braking only after passing the cones marking the beginning of the lane;
2.6.3. release the accelerator and brake using the braking force of both brakes;
2.6.4. brake evenly, without significant changes in braking force, do not block the wheels;
2.6.5. stop after reaching the cones marking the end of the lane;
2.6.6. engage first gear before stopping;
2.7. drive a tight left or right turn. To perform this maneuver, a traffic lane (width - 3 m) and a parking space perpendicular to it (length - 3 m, width - 2 m) are marked with cones. Examinee:
2.7.1. before starting the maneuver, you must park the motorcycle (moped) in the parking place with the front wheel at the edge of the traffic lane (roadway);
2.7.2. after the examiner indicates which way (left or right) to drive, you can choose which foot to rest on the ground before starting to drive. The examiner stands in front of the examinee outside the marked traffic lane;
2.7.3. leave the parking space by turning into the traffic lane across its width;
2.7.4. drive a few meters straight ahead;
2.8. brake while driving at a speed of at least 50 km/h (on a moped - 30 km/h) (as instructed by the examiner). For this maneuver, cones mark the beginning of the lane (width - 1.5 m). The examinee starts driving not from the cones marking the beginning of the lane, but a little further, so that he reaches a speed of at least 50 km/h (30 km/h on a moped) at the beginning of the lane. When performing this maneuver, the examinee must:
2.8.1. enter between the cones marking the beginning of the lane at a speed of at least 50 km/h;
2.8.2. start braking only when instructed by the examiner;
2.8.3. release the accelerator and apply the braking force of both brakes to bring the vehicle to a safe stop after traveling as little distance as possible.
3. During the B1 or B category TP examination, it must be checked whether the examinee is able to:
3.1. accelerate at a speed of 30-40 km/h and stop exactly at the specified place. When performing this maneuver, the examinee must brake evenly, without significant changes in braking force;
3.2. after engaging the reverse gear no more than twice, park the TP in a marked or unmarked, at least 6 meters long (when the length is limited), parking space on the right parallel to the edge of the carriageway (sidewalk) so that the examinee is driving the TP:
3.2.1. while performing the maneuver in reverse, drive no further than 3 m from the TP standing in front (the distance between the front of the TP being driven by the examinee and the rear of the TP standing in front);
3.2.2. at the end of the maneuver, stand no closer than 1 m, but no further than 2 m from the TP standing in front (the distance between the front of the TP being driven by the examinee and the rear of the TP standing in front); parallel to the edge of the sidewalk and between the lines marking the parking space, if the parking space is marked; the wheels closer to the sidewalk would be no further than 40 cm from the edge of the sidewalk;
3.3. park the TP in a marked or unmarked parking space diagonally or perpendicularly to the edge of the roadway (sidewalk) so that, after the maneuver, the TP driven by the examinee stands no closer than 50 cm, but no further than 1 m away from the adjacent TP, parallel to the adjacent TP or parallel and between the lines marking the parking space, no further than 40 cm from the line marking the end of the parking space, if the parking space is marked;
3.4. after parking the TP in the parking place, leave it in the opposite direction to the one you entered and engage the reverse gear no more than twice;
3.5. stop and start driving uphill again so that the TP does not roll backwards;
3.6. reverse for a distance of two car lengths while turning right within the traffic lane or, where traffic lanes are not marked, no farther than 1 m from the edge of the carriageway. After the turn, reverse for up to two car lengths if there are no obstacles (parked cars, etc.). After reversing, return to the road by turning towards the same side from which the examinee approached the place where the manoeuvre was performed. When performing this manoeuvre on the road, entrances to roadside premises or intersections where the likelihood of encountering another TP is as low as possible may be used.
4. The maneuver described in paragraph 3.3 is performed in reverse, and the maneuver described in paragraph 3.4 is performed while driving forward or in reverse.
5. When examining a BE, C1, C1E, C, CE, D1, D1E, D or DE category TP, it must be checked whether the examinee is able to enter the loading platform (ramp) simulating (or maneuver limit) gate in reverse after turning on the reverse gear no more than twice and stop no further than 1 m away from the end of the ramp simulating (marking the maneuver limit) without touching them.
6. Before starting the maneuver described in point 5, the TP (compound) must be placed 4 TP (compound) lengths forward from the end of the gate imitating the loading platform (ramp) (marking the maneuver limit) and 3 TP (compound) width to the left of the gate and parallel to it.
7. The width of the gate imitating the loading platform (ramp) (or marking the maneuver limit) is equal to 1.5 TP (compound) width, and the length depends on the TP (compound) length and can be 1 m longer than the TP (compound), equal to the TP (compound) length, 1-2 m shorter than the TP (compound) length. The starting point of the gate is selected by the examiner before starting the maneuver described in point 5.
8. When examining a C1, C, D1, D or T category TP, it must be checked whether the examinee is able to drive and stop exactly in the specified place.
9. When examining BE, C1E, CE, D1E or DE category TP, it must be checked whether the examinee is able to:
9.1. drive straight in reverse without leaving the traffic lane for a distance of at least 5 TP (compound) length. To perform this maneuver, a 3.5 m wide strip is marked on the pitch with continuous marking lines or cones;
9.2. taking into account the structural features of the trailer and performing all the necessary steps in the specified sequence, safely:
9.2.1. unhook the trailer:
9.2.1.1. before uncoupling, choose a suitable location and park the tractor as straight as possible in relation to the trailer;
9.2.1.2. turn on the parking brake of the tractor and turn off the engine;
9.2.1.3. activate the parking brake of the trailer and, if necessary, place the wheel supports;
9.2.1.4. check whether the parking brake of the trailer is engaged;
9.2.1.5. lower the towing support of the trailer or trailer and fix the handle of the support lift;
9.2.1.6. close the air taps (if any);
9.2.1.7. disconnect the air or hydraulic hoses or electrical cables (if any) and place them in their proper places;
9.2.1.8. unhook the trailer from the tractor;
9.2.1.9. drive the tractor forward slowly;
9.2.1.10. adjust the position of the tractor suspension;
9.2.2. park the tractor next to the trailer (on the side specified by the examiner)
9.2.3. drive back and, after getting out no more than once to look around, hook up the trailer:
9.2.3.1. check whether the parking brake of the trailer is engaged;
9.2.3.2. check that the height and position of the coupling devices of the tractor and trailer are correct and, if necessary, adjust;
9.2.3.3. drive up to the trailer with a tractor and hook them up;
9.2.3.4. check whether the tractor and trailer are safely coupled – try to drive forward (if the coupling device is ball-type, the test to drive forward may not be performed);
9.2.3.5. turn on the parking brake of the tractor and turn off the engine;
9.2.3.6. connect air or hydraulic hoses or electrical cables (if applicable);
9.2.3.7. open the air taps (if any);
9.2.3.8. close and fix and check the lock of the coupling device or the separation chain (rope);
9.2.3.9. raise the support of the trailer or trailer and fix the handle of the support lift;
9.2.3.10. put wheel supports in place (if used);
9.2.3.11. turn off the parking brake of the trailer;
9.2.3.12. adjust the position of the tractor suspension;
9.2.3.13. check the operation of the trailer light devices.
10. Before starting the actions specified in sub-paragraph 9.2, the TP compound is placed in a place where there is a section of traffic lane in front of the TP compound that is at least three car lengths in which unhindered maneuvering is possible when uncoupling the car and attaching the trailer.
11. When examining a D1, D, T category TP, it must be checked whether the examinee is able to place the TP on its side next to the platform (the edge of the sidewalk) so that passengers can get on and off safely, i.e. i.e. no further than 30 cm from the platform.

2. DESCRIPTION OF THE CONDITIONS AND PROCEDURE OF THE EXAMINATION OF MOTOR VEHICLE DRIVERS

SCOPE AND CONTENT OF THE PRACTICE EXAMINATION
1. The Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers (hereinafter, the Description) establishes the conditions and procedure for testing (hereinafter, examination) the theoretical knowledge and practical skills and abilities in driving a motor vehicle (hereinafter, TP) of a particular type and category of persons seeking to acquire or regain the right to drive such a vehicle (hereinafter, examinees).
2. The terms used in the description correspond to the terms defined in the Law of the Republic of Lithuania on Safe Traffic on Motorized Roads (Official Gazette, 2000, No. 92-2883; 2007, No. 128-5213; 2022, no. 1359) (hereinafter, SEAKĮ).
3. The examination is conducted in the divisions of the joint-stock company "Regitra" (hereinafter - AB "Regitra") - driver examination centers, which must meet the requirements set out in Appendix 1 of the description.
4. The exams consist of two parts: a test of theoretical knowledge (hereinafter referred to as the theory exam) and a test of practical TP management skills and abilities (hereinafter referred to as a practice exam). The theoretical knowledge, practical TP management skills and abilities of the examinees are assessed by authorized employees of AB "Regitra" (hereinafter - examiners). When the examinee does not know how to speak or does not understand the official language, or cannot express his thoughts intelligibly due to a sensory or speech disorder, an interpreter who is able to translate into a language that the examinee understands is present during the exam. The examinee informs in advance that he needs an interpreter. The translator is invited by AB "Regitra" in coordination with the examinee. The examinee pays the translator, except when he is an employee of AB "Regitra", according to the invoice submitted by him.
5. Exams can be taken only by an examinee who usually lives in the Republic of Lithuania for at least 185 days in each calendar year due to personal and work ties or, if the person has no work ties, only due to personal ties that closely connect the person to the place where he lives. An examinee whose work and personal relationships are in different places and who, as a result, lives alternately in different places located in two or more countries, may take exams only if the place of his personal relationships is in the Republic of Lithuania and the person returns here regularly (this condition does not apply when the examinee lives in a foreign country to complete a task of a defined duration). Exams can also be taken by a student (foreigner) who has been studying in the Republic of Lithuania for at least 6 months.
The examinee can take the practical exam after reaching the age specified in Article 23 of the SEAKĮ, taking into account the TP category, as well as after the expiration of the period of revocation of the TP driving license or restriction on the acquisition of the TP driving license.
6. The health condition and psychophysiological abilities of the examinees must be checked in accordance with the procedure established by the Ministry of Health or its authorized institution, and they must be fit to drive a TP of the relevant category. The examinees, with the exception of those who want to regain the right to drive a TP, must have completed a training course in accordance with the procedure for the initial training of drivers established by the Ministry of Transport or its authorized institution.
7. The theory exam is taken first, followed by the practical exam after the theory exam has been passed. An examinee may take an exam after paying the fee of the amount prescribed by the 2004 Order of the Minister of the Interior of the Republic of Lithuania of March 22, No. 1V-80, “On the Prices of Monopoly Services Provided by the State Enterprise Regitra” (Official Gazette, 2004, No. 25-273) (hereinafter, the fee).
If the examinee fails the exam, retaking the exam - both theory and practice - is allowed no earlier than the next working day, after re-registering for the exam and paying the fee. Examinees who want to acquire the right to drive a TP of the AM category take only the theory test. Only examinees who have the right to drive take the practice test:
7.1. TP of a certain category with an automatic gearbox and who want to acquire the right to drive a TP of the same category with a manual gearbox. A TP with an automatic gearbox is a TP without a clutch pedal (TP with manual control lever A1 or A category);
7.2. motorcycles with a power not exceeding 25 kW and a power-to-weight ratio not exceeding 0.16 kW/kg, and motorcycles with a sidecar whose power-to-weight ratio does not exceed 0.16 kW/kg (hereinafter, restricted category A TP), where the examinees do not have two years’ experience driving such motorcycles, are 21 years of age or older, and seek the right to drive motorcycles with power exceeding 25 kW or a power-to-weight ratio exceeding 0.16 kW/kg, and motorcycles with a sidecar whose power-to-weight ratio exceeds 0.16 kW/kg (hereinafter, unrestricted category A TP).
8. Before the theory and practical exams, the examiner must:
8.1. verify the identity of each examinee;
8.2. to familiarize the examinee(s) with the conditions and procedure of the examination.
9. The examinee can register for the exam by personally coming to AB "Regitra" driver examination center, by phone or by other means of communication. An examinee who fails the theory exam is not registered for the practical exam.
10. After registering and not coming to AB "Regitra" driver examination center before the start of the exam, without submitting the documents specified in points 11 and 12 before the start of the exam, or without paying the fee, the examinee must register again. There is no fee for re-registration, unless the fee has not been paid before the start of the exam. If re-registration is refused, the fee is returned to the examinee in accordance with the procedure established by the general director of AB "Regitra".
11. The examinee, who came to AB "Regitra" driver examination center to take the exam, submits:
11.1. one of the following identity documents:
11.1.1. personal identity card;
11.1.2. passport;
11.1.3. passport of a citizen of the Republic of Lithuania;
11.1.4. a temporary certificate issued after the loss of a personal identity card or a valid passport of a citizen of the Republic of Lithuania;
11.1.5. the passport of a citizen of a foreign country, a corresponding travel document or another document confirming personal identity issued by a foreign authority;
11.1.6. residence permit of a long-term resident of the Republic of Lithuania in the European Union;
11.1.7. temporary residence permit in the Republic of Lithuania;
11.1.8. residence permit of a citizen of a European Union member state in the Republic of Lithuania;
11.1.9. Permanent residence permit of a citizen of a European Union member state in the Republic of Lithuania;
11.1.10. residence permit of a family member of a citizen of a European Union member state in the Republic of Lithuania;
11.2. a document confirming the completion of the training course, which is issued in accordance with the procedure for the initial training of drivers established by the Ministry of Transport or its authorized institution, or in the cases provided for in this procedure, a document confirming that the examinee can take the exam independently; this and the provisions stated in points 11.4 and 11.5 of the description do not apply to examinees who want to regain the right to drive a TP;
11.3. a valid medical certificate of the driver's health examination that his state of health and psycho-physiological abilities are suitable for driving a TP of the relevant category(ies), which is issued in accordance with the procedure established by the Ministry of Health or its authorized institution;
11.4. health knowledge attestation certificate that he has completed training in accordance with the mandatory first aid training program, the form of which was approved by the Minister of Health of the Republic of Lithuania in 2008. January 28 by order no. V-69 (Journal, 2008, No. 14-490);
11.5. a valid driver's license, if previously obtained.
12. When the personal data in the documents specified in point 11 of the description do not match the personal data maintained in the population register of the Republic of Lithuania, documents confirming the fact of the change in personal data must also be submitted (marriage certificate, certificate of change of name, surname).
13. An authorized employee of AB "Regitra" registers the documents submitted by the examinee specified in points 11 and 12 of the description, fills out the application for permission to take the theory or practical exam and submits it to the examinee for signature, and returns the submitted documents to him.
14. The decision on permission to take the exam is made by an authorized employee of AB "Regitra". An authorized employee of AB "Regitra", who refuses to allow the examinee to take the exam, shall provide the reason for the refusal in writing at the request of the examinee.
15. Having determined that the documents specified in points 11 and 12 of the description submitted by the examinee have signs of correction or forgery, the authorized employee of AB "Regitra" refuses to register them and informs the police about this in writing and by phone.
16. During the theory exam, the examinee's theoretical knowledge is tested and evaluated, taking into account what category(ies) of TP he seeks to acquire the right to drive, and the theoretical knowledge of the examinee who wants to regain the right to drive TP, taking into account what category of TP the offense was committed while driving, for which the right to drive TP was revoked.
If the medical certificate of the driver's health examination submitted by the examinee states that his state of health and/or psychophysiological abilities are not suitable for driving a TP of the category during which a violation was committed, for which the right to drive a TP was revoked, during the theory exam, the examinee's theoretical knowledge related to the TP is checked and evaluated, which is randomly selected from the categories of TP he previously owned.
17. The theory exam is held on a computer. Examinees are given the opportunity to familiarize themselves with the principle of the examination program before the theory exam.
18. During the theory exam, the examinee is given a test with optional answers. The test consists of questions selected randomly using computer software.
19. The theory exam questions are approved by the general director of AB "Regitra".
The content of theory exam questions is set out in Appendix 2 of the description.
20. The test consists of 30 questions:
20.1. 23 general questions and 7 specific questions according to the TP category, if the examinee seeks to acquire the right to drive a TP of one category or regain the right to drive a TP; if the examinee seeks to acquire the right or regain the right to drive B1, B and BE categories TP, the test consists of 30 general questions;
20.2. 5 specific questions each according to TP categories, the rest are general questions, if the examinee seeks to acquire the right to drive multiple categories of TP.
21. 30 minutes are allotted for solving the test. After the allotted time, the theory exam is terminated.
22. The submitted question is considered correctly answered if the examinee provided all the correct answers to the question (when there were more than one).
23. A question is considered incorrectly answered if the examinee did not mark all the correct answers and/or marked at least one wrong answer.
24. The theory exam is considered passed if at least 80% of the questions are answered correctly within the allotted time. A passing theory-exam result remains valid until the practical exam is passed, but for no longer than one year.
25. If the examinee uses literature, mobile communication or other means of receiving and transmitting information or talks to other persons while answering the questions, the examiner will terminate the theory exam of the examinee who violated the examination procedure and evaluate his result negatively. If the software or hardware fails during the theory exam, the result of the theory exam is canceled and the theory exam is retaken without additional fee.
26. At the end of the theory exam, the examinee can familiarize himself with the mistakes made.
27. In order to comprehensively and objectively evaluate the examinee's driving skills and abilities, during the practice exam, it is checked how the examinee is able to prepare and safely drive a selected category of vehicle, and for an examinee who wants to regain the right to drive a vehicle, how he is able to prepare and safely drive a vehicle of that category, while driving a violation was committed, for which the right to drive a vehicle was revoked.
If the medical certificate of the driver's health examination submitted by the examinee states that his state of health and/or psychophysiological abilities are unsuitable for driving a TP of the category during which a violation was committed, for which the right to drive a TP was revoked, during the practical exam, it is checked how the examinee is able to prepare and safely drive a TP, which is chosen on a random basis from the categories of TP he previously owned.
28. TP used for the practice exam must meet the requirements set out in Appendix 3 of the description. TP required for the practice exam is assigned by AB "Regitra", except for category A TP, specified in point 2.2 of appendix 3 of the description, TP of categories B1 and T, and TP specified in point 30 of the description. The examinee takes care of the submission of A category TPs specified in point 2.2 of Appendix 3 of the description, B1 and T category TPs and TPs specified in point 30 of the description for the practice exam.
29. Examinees who do not have two years of driving experience in a category A TP with restrictions, who are 21 years of age or older and who seek to acquire the right to drive a category A TP without restrictions, take the test in the TP specified in point 2.2 of Appendix 3 of the description.
30. Examinees who, due to a physical disability, according to the recommendations of a competent medical institution, are allowed to drive only a TP adapted to their physical disability, take the practice test with such a TP.
31. If possible, TP is selected for the examinee before the practice exam on the principle of randomness, using computer software tools. In order for the examinee to get used to the TP selected for him, the examinee is allowed to familiarize himself with its operation and try driving it before the practice test.
32. During a category A TP road exam, radio communication is maintained between the examinee and the accompanying examiner. The examinee wears a yellow vest and a safety helmet. AB “Regitra” provides the yellow vest, safety helmet and radio equipment; the examinee provides the other clothing required for a motorcyclist. Each year, category A TP practical exams are not held from November 10 until April 1.
33. The practical exam is held on a TP with a manual gearbox. Examinees who wish to drive a TP only with an automatic gearbox take the practical test in such a TP.
34. During the practical exam, the examiner sits beside the examinee at the dual-control pedals.
The examiner sitting next to the examinee must be ready to take measures at the right moment to prevent a traffic accident due to the examinee's actions or inaction.
If the practice exam is held in category A TP, the examinee is observed from another TP accompanying him.
During the practice exam, the TP can only be the examinee, the examiner, the translator and, if necessary, a person competent to observe and supervise the work of the examiner to ensure fair and consistent assessment. The examiner for the examinee is selected before the practice exam on the principle of randomness, using computer software tools.
35. General duties of the examinee during the practice exam:
35.1. it is forbidden to drive TP while intoxicated, under the influence of psychoactive substances; it is also not allowed to drive when sick or tired, if this may endanger traffic safety;
35.2. it is forbidden to use mobile communication devices if they are used by hand, except in cases when the engine of the stationary TP is turned off;
35.3. must take all necessary measures to ensure the safety of himself and passengers during the practical exam;
35.4. at the request of a police officer, must submit to the procedure established by the Government to be checked whether he is intoxicated or under the influence of psychoactive substances;
35.5. must comply with SEAKĮ, the Republic of Lithuania Law on Police Activities (Official Gazette, 2000, No. 90-2777), the legal instructions of the checking officers and road traffic regulators established in other legal acts of the Republic of Lithuania, to comply with the Road Traffic Rules approved by the Government of the Republic of Lithuania in 2002. December 11 by resolution no. 1950 (Zin., 2003, No. 7-263; 2008, no. 88-3530) (hereinafter - KET), established procedures for behavior when checking officers or road traffic regulators stop;
35.6. must always behave on the road in such a way as not to endanger other road users and not to obstruct their traffic;
35.7. must take extra precautions if there are children or disabled people on the road;
35.8. other duties and actions in specific traffic situations are determined by KET.
36. The practical test of examinees who drive TP categories A1, A, B1, B and BE lasts at least 25 minutes, while those who drive TP categories C1, C1E, C, CE, D1, D1E, D, DE and T are tested on the road for at least 45 minutes, except for the cases specified in point 41 of the description.
37. The time allocated for the practical test on the road must be used optimally in order to be able to test the examinee in various traffic conditions, paying special attention to their changes.
38. During the practice exam, the management skills and abilities of the relevant category of TP are checked, which are listed in Appendix 4 of the description.
39. In each AB "Regitra" driver examination center, in accordance with the requirements of Appendix 1 of the description, routes for the practice test on the road (hereinafter referred to as routes) are drawn up, taking into account the specifics of driving in various categories of TP and the minimum mandatory time for driving on the road. All routes are approved by the branch manager of AB "Regitra". The route for the examinee is chosen randomly before the practice exam. The examinee is given the opportunity to familiarize himself with the scheme of the chosen route before the practice exam.
40. During the practical exam on the road, the examiner must clearly and timely indicate the driving direction to the examinee. The examiner can only give instructions that do not conflict with the KET.
41. When evaluating the skills and abilities of driving a vehicle, the examiner must pay special attention to whether the examinee behaves carefully and respectfully with other road users. The practice exam is terminated:
41.1. if the examinee's driving errors, actions or omissions endanger other road users, the examination TP or its passengers, regardless of whether or not the examiner has to take measures to prevent a traffic accident caused by the examinee's driving errors, dangerous actions or omissions;
41.2. due to unforeseen circumstances: traffic accident, changed weather conditions (heavy rain, blizzard), TP failure, etc.; in this case, the examinee does not pay the fee for the repeated practice exam, except if the traffic accident occurred due to the examinee's fault;
41.3. if the examinee wishes it; in this case, the examinee pays a fee for the repeated practice exam.
42. At the end of the practice exam, the examiner formulates and substantiates in writing the assessment of the examinee's TP management skills and abilities and the result of the practice exam, and informs the examinee about this verbally and in writing, handing over a copy of the practice exam protocol.
The positive result of the practice test is valid until the driver's license is issued, but no longer than one year.
43. The criteria and methods for assessing TP management skills and abilities applied during the practical exam are approved by the general director of AB "Regitra".
44. An examinee who does not agree with the results of the exam may submit an appeal regarding the evaluation of the exam to the General Director of AB "Regitra" no later than 3 working days after the exam.
The appeal must include: name, surname, place of residence, date, grounds and requirements of the person submitting the appeal. The appeal is signed by the person who submitted it.
The appeal must be considered no later than within 10 working days from its receipt. The examinee is informed about the decision made in writing.
45. Actions of AB “Regitra” employees may be appealed in accordance with the procedure established by the Republic of Lithuania Law on Administrative Proceedings (Official Gazette, 1999, No. 13-308; 2000, no. 85-2566) according to the established procedure.
Appendix 1 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
CONTENT OF THEORY EXAMINATION QUESTIONS
1. Content of general questions:
1.1. driver's duties, stopping and parking, intersections, overtaking, road signs, markings and traffic regulation signals, driving priority and speed limits, towing motor vehicles (hereinafter - TP) and trailers, railway crossings, drivers' responsibility;
1.2. the importance of the driver's vigilance and attention to other road users;
1.3. awareness of the situation on the road, assessment and decision-making, reaction time;
1.4. changes in the ability to drive due to alcohol, drugs and other medications, psychological state and fatigue;
1.5. the most important principles of keeping a safe distance between TP, stopping distance and staying on the road in various weather and road conditions;
1.6. driving risk factors associated with varying road conditions as they change due to weather and time of day;
1.7. safe driving in tunnels;
1.8. specific risk factors related to the inexperience of other road users and the most vulnerable road users: children, pedestrians, cyclists and the disabled;
1.9. the dangers associated with the movement and driving of various TPs and the different viewing areas of their drivers;
1.10. documents required to use TP;
1.11. the driver's actions in the event of a traffic accident (placing warning signs and turning on the emergency light alarm, cases when it is mandatory to report the traffic accident to the police, and the driver's actions when the police are not called to the scene of the traffic accident) and the necessary measures to help the victims, which he must take;
1.12. safety factors related to TP, cargo and passengers;
1.13. necessary precautions when getting off (getting off) TP;
1.14. road safety-related mechanical aspects of TP: common failures and malfunctions related to steering, suspension and braking systems, tyres, lights and direction indicators, reflectors, rear-view mirrors, windscreen and wipers, exhaust system, seat belts and warning horn;
1.15. TP safety equipment: use of seat belts, head restraints, child safety equipment and fire extinguisher;
1.16. Use of TP in consideration of the environment: appropriate use of the warning sound signal, economical use of fuel, limitation of pollutant emissions.
2. Content of specific questions about AM, A1 and A categories TP:
2.1. use of protective equipment such as gloves, shoes, clothing and safety helmet;
2.2. visibility of motorcyclists to other road users;
2.3. specific risk factors and mechanical features of TP related to road safety.
3. Content of specific questions about TP categories C1, C1E, C, CE, D1, D1E, D, DE and T:
3.1. accounting of driving and rest hours, recording equipment used in TP (except T category TP);
3.2. related to the relevant mode of transport of the Road Traffic Rules, approved by the Government of the Republic of Lithuania in 2002. December 11 by resolution no. 1950 (Zin., 2003, No. 7-263; 2008, no. 88-3530), requirements: freight and passenger transport;
3.3. TP and transportation documents are required for national and international transportation of goods and passengers (except T category TP);
3.4. actions of the driver related to the relevant mode of transport in the event of a traffic accident or fire;
3.5. precautions to be taken when removing and changing wheels (except T-category TP);
3.6. requirements for TP weight and dimensions, speed limiters;
3.7. obstacles in the field of vision related to TP features;
3.8. road map understanding, route planning (except T category TP);
3.9. safety factors related to TP cargo: loading, securing and unloading of cargo, characteristics of various types of cargo and use of loading equipment (only TP of categories C1, C1E, C, CE);
3.10. driver's responsibility for transporting passengers; passenger comfort and safety; transportation of children; pre-departure checks are required (D1, D, D1E, DE and T categories TP only).
4. Content of specific questions about C, CE, D and DE categories TP:
4.1. principles of construction and operation of internal combustion engines, fluids, fuel supply system, electrical system, ignition system, transmission system;
4.2. lubrication and protection against freezing;
4.3. principles of tire construction, installation, correct use and maintenance;
4.4. brake devices and speed limiters: types, main parts, principles of operation, connection, use and daily maintenance, use of anti-lock brake system;
4.5. coupling systems: types, main parts, principles of operation, connection, use and daily maintenance (only CE, DE categories TP);
4.6. methods for determining the causes of failures;
4.7. TP preventive maintenance and necessary ongoing repairs;
4.8. driver's responsibility for cargo loading, transportation and delivery according to the agreed conditions (only C, CE categories TP).
Appendix 3 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
DRIVER TEST CENTERS AND PRACTICE ROAD TEST ROUTES
I. DRIVER EXAMINATION CENTERS
1. In all driver examination centers (hereinafter - the centers), regardless of their location, the same conditions for theory and practice exams must be ensured.
2. By order of the general director of AB "Regitra", centers serving customers throughout the working week are established in branches of AB "Regitra" located in all county centers.
3. In other locations of divisions of AB "Regitra", centers operating part-time during the working week and serving examinees wishing to obtain (recover) the right to drive only category A and B vehicles (hereinafter - TP) may be established when the following conditions are met:
3.1. the unit is more than 50 km away from the nearest AB "Regitra" branch;
3.2. there are conditions to create a sufficient material and technical base for the examination;
3.3. at the location of the unit, it is possible to create at least four suitable routes for the practical on-the-road test of each of the mentioned categories;
3.4. the activity of the center AB "Regitra" is not loss-making.
4. Each center must have rooms for the examinees coming to take the theory and practical exams, reception and the theory exam, computerized workstations with the software and hardware used for the theory exam (at least three places) and an Internet connection.
5. In order to take the practical exam, there must be a closed, hard-surfaced area that meets the requirements of sanitary and environmental standards (area - at least 650 sq. m), where it is possible to perform the special driving maneuvers provided by the TP of the relevant category.
II. PRACTICE EXAMINATION ROUTES
6. On the road of the practical exam, the routes (hereinafter referred to as the routes) must be designed in such a way that it is possible to fully test the examinee's TP management skills and abilities in various possible traffic situations. Routes are chosen so that the examinee can safely:
6.1. to move after stopping in the parking lot, after stopping on the road, leaving the road;
6.2. drive on straight roads, pass vehicles driving in front and with limited width;
6.3. take bends;
6.4. approach and cross intersections;
6.5. change the direction of travel: turn left and right, turn around, change lanes;
6.6. enter roads with a separating lane (if any) / exit from them: enter the acceleration lane, exit the deceleration lane;
6.7. overtake other road users (if possible), drive near obstacles, such as parked cars;
6.8. drive at roundabouts (if available), through pedestrian crossings, railway crossings (if available), past bus stops;
6.9. get off (get off) TP.
7. The route must include at least:
7.1. one stretch of road with a slope;
7.2. two two-way traffic roads;
7.3. two one-way traffic roads;
7.4. two roads with different number of traffic lanes;
7.5. two marked/unmarked two-way and one-way traffic roads;
7.6. two zones of higher and lower speed;
7.7. two unregulated intersections;
7.8. two controlled intersections;
7.9. one roundabout (if any);
7.10. one railway crossing (if any);
7.11. one road section also intended for route TPs, with marked stopping places and (if available) a traffic lane for route TPs;
7.12. one road section with a marked pedestrian crossing installed outside the intersection;
7.13. one tunnel (if available).
8. It is recommended to make the route in such a way that:
8.1. the examinee would not encounter difficult traffic conditions at the beginning of the route, i.e. i.e. the complexity of the route (the sequence of actions that must be performed) would increase gradually;
8.2. known dangerous road sections would not be included;
8.3. sections of the road near which pre-school education institutions and general education schools are located would be avoided.
9. Itineraries drawn up in each center must be reviewed at least every six months and adjusted if necessary.
Appendix 2 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
REQUIREMENTS FOR VEHICLES USED FOR PRACTICAL EXAMINATION
1. Vehicles of category A1 (hereinafter - TP) - light motorcycles (without a side trailer) with an engine capacity of at least 75 cm³ and no more than 125 cm³ and with a power of no more than 11 kW (15 HP).
2. A category TP - motorcycles without a side trailer, which:
2.1. engine working volume greater than 125 cm³, power - not greater than 25 kW;
2.2. power - at least 35 kW.
3. B1 category TP – B1 category motorized TP, capable of a speed of at least 60 km/h.
4. B-category TP – B-category motorized TP, capable of developing a speed of at least 100 km/h.
5. Category BE TP - compounds consisting of a category B motorized TP and a trailer with a maximum permissible mass of 1000 kg or more, capable of a speed of at least 100 km/h, and which do not belong to category B, the cargo compartment of the trailer must be a closed box, the width and height of which are not less than the corresponding dimensions of the motorized TP, the closed box-type body can be slightly narrower than the motorized TP, with provided that the rear view can only be seen through the external rear view mirrors of the motorized TP, the actual weight of the trailer must be at least 800 kg.
6. C1 category TP - C1 category motorized TP with a maximum permissible mass of 4000 kg and above, a length of at least 5 m, capable of a speed of at least 80 km/h, with an anti-lock braking system and a tachograph, the cargo compartment must be a closed box, the width and height of which are not less than the corresponding dimensions of the cabin.
7. TP of category C1E - compounds consisting of motor TP of category C1 and a trailer with a maximum permissible mass of 1250 kg or more, the length of these compounds is at least 8 m, capable of developing a speed of at least 80 km/h, the cargo compartment of the trailer must be a closed box, the width and height of which are not less than the corresponding dimensions of the cabin, the closed box-type body can be slightly narrower than cab, provided that the rear view can only be seen through the external rear view mirrors of the motorized TP, the real mass of the trailer must be at least 800 kg.
8. C category TP - category C motorized TP with a maximum permissible weight of 12,000 kg, length - at least 8 m, width - at least 2.40 m, capable of developing a speed of at least 80 km/h, with an anti-lock brake system and a tachograph, a gearbox with at least eight forward gears, a cargo compartment - a closed box with a width and height of at least the corresponding dimensions of the cabin, the actual mass of the TP is not less than 10,000 kg.
9. CE category TP - combined TPs or combinations consisting of C category motorized TPs and a trailer at least 7.5 m long, both the combined TP and the combination have a maximum permissible weight of 20,000 kg, length - at least 14 m, width - at least 2.40 m, capable of a speed of at least 80 km/h, with an anti-lock brake system and a tachograph, the gearbox has at least eight forward gears, the cargo compartment is a closed box, the width and height of which is not less than the corresponding dimensions of the cabin, the real mass of both the combined TP and the compound is not less than 15000 kg.
10. D1 category TP - D1 category motorized TP, with a maximum permissible weight of 4000 kg or more, a length of at least 5 m, capable of a speed of at least 80 km/h, with an anti-lock braking system and a tachograph.
11. TP of category D1E - compounds consisting of motorized TP of category D1 and a trailer with a maximum permissible mass of 1250 kg or more, capable of developing a speed of at least 80 km/h, the cargo compartment of the trailer is a closed box, the width and height of which must be at least 2 m, the actual mass of the trailer must be at least 800 kg.
12. D-category TP - D-category motorized TP, the length of which is not less than 10 m, the width is not less than 2.40 m, capable of developing a speed of not less than 80 km/h, with an anti-lock braking system and a tachograph.
13. TP of category DE - compounds consisting of motor TP of category D and a trailer with a maximum permissible mass of 1250 kg or more, capable of developing a speed of at least 80 km/h, the cargo compartment of the trailer is a closed box, the width and height of which must be at least 2 m, the actual weight of the trailer must be at least 800 kg.

Appendix 4 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
SCOPE AND CONTENT OF THE PRACTICE EXAMINATION
1. During the practical exam, it must be checked how the examinee is able to find, manage/adjust the control devices/equipment of the vehicle (hereinafter - TP) specified by the examiner or check their condition and prepare for safe driving (except T category TP):
1.1. TP of categories A1 and A:
1.1.1. three tasks (questions) from the following topics are presented on a random basis:
1.1.1.1. wheels: tire profile depth, wheel balancing weights, air pressure in tires;
1.1.1.2. brakes: brake fluid reservoir (if equipped), standing brake test, cables and levers, stop signal check;
1.1.1.3. lighting: turn on the lights, check the lighting;
1.1.1.4. signaling (warning) devices: use of warning sound, switching of lights;
1.1.1.5. motorcycle steering wheel: steering wheel lock, indicator lights;
1.1.1.6. fluid level: oil, coolant, brake fluid, fuel level check;
1.1.2. properly put on a safety helmet (helmet visor, chin strap) and get dressed;
1.1.3. sitting posture: posture of the body; adjustment of mirrors;
1.2. B1 and B category TP:
1.2.1. three tasks (questions) from the following topics are presented on a random basis:
1.2.1.1. wheels: tire profile depth, wheel balancing weights, tire air pressure, wheel replacement procedure;
1.2.1.2. brakes: brake fluid reservoir, brake test while standing, parking brake, influence of brake booster on control;
1.2.1.3. lighting: turn on the lights, check the lighting;
1.2.1.4. alarm (warning) devices: use of warning sound, switching of lights, activation of emergency alarm;
1.2.1.5. steering mechanism: influence of power steering on control, freewheeling;
1.2.1.6. sufficient visibility: window wipers, window washing, window drying fans, rear window heating;
1.2.1.7. fluid level: oil, coolant, brake fluid, windshield washer system;
1.2.1.8. batteries: battery poles, liquid level;
1.2.1.9. generator belt: tension check, condition check;
1.2.2. determine the correct position of the seat;
1.2.3. adjust rear-view mirrors, seat belt and head restraint, steering wheel position;
1.3. C1, C, D1 and D categories TP:
1.3.1. three tasks (questions) from the following topics are presented on a random basis:
1.3.1.1. wheels: tire profile depth, wheel balancing weights, tire air pressure, wheel replacement procedure, foreign objects between twin wheels;
1.3.1.2. brakes: brake fluid reservoir, fluid level, air system filling time, draining condensate from the air system reservoir, brake pad wear, parking brake, brake booster, anti-lock brake system;
1.3.1.3. external inspection: inspection of lighting, anti-skid protection, suspension, wheel spacers, body, awning, cargo, license plates;
1.3.1.4. steering mechanism: power steering, freewheel, front tire wear;
1.3.1.5. tachograph: inserting the tachograph disc (card), setting the tachograph time, documents;
1.3.1.6. batteries: battery poles, liquid level;
1.3.1.7. generator belt: tension check, condition check;
1.3.1.8. fluid level: oil, coolant, brake fluid, windshield washer system;
1.3.2. determine the correct position of the seat;
1.3.3. adjust rear view mirrors;
1.3.4. connecting levers;
1.3.5. control devices;
1.4. BE, C1E, CE, D1E and DE categories TP:
1.4.1. three tasks (questions) from the following topics are presented on a random basis:
1.4.1.1. requirements of rules and instructions: TP lengths, weights, engine power;
1.4.1.2. brakes: brake fluid reservoir, fluid level, air system filling time, draining condensate from the air system reservoir, brake pad wear, anti-lock brake system;
1.4.1.3. external inspection: inspection of lighting, anti-skid protection, wheels, suspension, body, awning, cargo, license plates;
1.4.1.4. TP preparation: locking the trailer chassis, coupling devices, compressed air lines, connectors, electrical connections, air release valves, parking brake, activation of light devices, push-in supports.
2. During the practical exam, it must be checked how the examinee is able to perform special driving maneuvers. The following maneuvers are performed on a special site and/or road adapted for this purpose:
2.1. TP of categories A1 and A:
2.1.1. operate a motorcycle with the engine turned off: place it on the parking legs, support it with a side support, push it, turn it around;
2.1.2. riding a motorcycle in a narrow lane (rail, board);
2.1.3. figure eight driving;
2.1.4. snake ride;
2.1.5. bypassing an obstacle while driving on the road at a speed of at least 50 km/h;
2.1.6. acceleration (at a speed of 30-40 km/h) and exact stopping at the specified place (before the "Stop" line);
2.1.7. a small radius turn to the left or right;
2.1.8. braking while driving on the road at a speed of at least 50 km/h and emergency braking when instructed by the examiner;
2.2. B1 and B category TP:
2.2.1. acceleration (at a speed of 30-40 km/h) and exact stopping at the specified place (before the "Stop" line);
2.2.2. turning in a lane of limited width using reverse;
2.2.3. Parking a vehicle in a temporary parking place in reverse parallel, perpendicular or diagonally to the edge of the carriageway, leaving the necessary space between parked vehicles (guide rails), and exiting it;
2.2.4. Parking the TP in a temporary parking place on an uphill or downhill slope and exiting it;
2.2.5. stopping and starting from a place on a slope;
2.2.6. driving in reverse with a right or left turn without leaving the traffic lane;
2.3. C1, C, D1, D and T categories TP:
2.3.1. parking on the side at the platform/platform when driving backwards (except T-category TP);
2.3.2. reverse approach to the ramp (except T-category TP);
2.3.3. exact stop at the specified place (before the "Stop" line);
2.3.4. driving forwards and backwards with a turn to the right or to the left without leaving the traffic lane (T category TP - only forward);
2.4. BE, C1E, CE, D1E and DE categories TP:
2.4.1. driving in reverse without leaving the traffic lane;
2.4.2. reverse access to the ramp;
2.4.3. coupling and uncoupling or uncoupling and coupling the trailer.
3. The examiner must monitor whether the examinee uses the TP control devices properly, is able to adapt to the traffic flow, road and weather conditions, sufficiently evaluates other road users and understands various traffic situations, adheres to the Road Traffic Rules approved by the Government of the Republic of Lithuania in 2002. December 11 by resolution no. 1950 (Zin., 2003, No. 7-263; 2008, no. 88-3530, 2021, no. 19691) requirements:
3.1. driving uphill and downhill: drives safely, engages the correct gear, makes sure that the TP does not start moving by itself after stopping;
3.2. trajectory selection: correctly chooses the traffic lane, trajectory and location in the traffic lane, follows the trajectory, looks around;
3.3. speed: chooses the appropriate speed for the specific traffic situation, does not exceed the permitted speed, keeps a safe distance;
3.4. maneuvering in traffic lanes, overtaking: correctly assesses the traffic situation, obstacles, visibility in the overtaking section, complies with marking requirements, shows signals on time, performs the maneuver correctly, accelerates correctly, engages gears, keeps the lateral distance, returns to his lane;
3.5. other behavior: behaves properly with the most vulnerable road users: children, pedestrians, cyclists and the disabled, is able to predict possible danger in advance, does not obstruct or endanger other road users, gives way to special TP;
3.6. driving through intersections: correctly assesses the traffic situation, correctly approaches, gives way to traffic participants with priority, stops when required by a traffic light or regulator signal; evaluates the actions of pedestrians and cyclists, reviews the situation at the intersection, exits the intersection properly;
3.7. turns: shows signals in time, assesses the situation when changing lanes, changes lanes correctly, chooses a lane when turning.
